Master in Rural Administration and Rural Communication (concentration area in Public Administration for the Agricultural Sector) from the Federal Rural University of Pernambuco (UFRPE). PhD in Sustainable Development of the Humid Tropics (Area of concentration in Sciences: Socio-environmental Development) from the Federal University of Pará (UFPA), Nucleus of High Amazonian Studies (NAEA). He is Associate Professor III at the Federal University of Rondônia (UNIR), Campus Jorge Vassilakis-Guajará-Mirim and is currently linked to the Academic Department of Social and Environmental Sciences (DACSA). He is leader of the study and research group in socio-environmental sciences and public policies (GEPCAP). It operates in the line of Regional Development, Social Capital and Local Development, Analysis of Performance and Institutional Change, environmental management and Sustainable Development.

É líder do grupo de estudos e pesquisas em ciências socioambientais e políticas públicas (GEPCAP). Atua na linha do Desenvolvimento Regional, Capital Social e Desenvolvimento Local, Análise de Desempenho e de Mudança Institucional, gestão ambiental e Desenvolvimento Sustentável.
