Jose Nilton de Souza Vieira

Graduated in Economic Sciences from the Federal University of Viçosa (1992). Master in Industry and Technology Economics from the Federal University of Rio de Janeiro (1996). Title of the dissertation: "Restructuring of telecommunications services in the United States, United Kingdom and Japan: a comparative study"; PhD in Public Administration from the University of Brasília. Thesis title: "Regulatory reform in Brazil: study on the electricity, oil and telecommunications sectors", defended in May 2019. Member of the career of Specialists in Public Policies and Government Management, linked to the Management Secretariat of the Ministry of Economy . He worked for 13 years at the Ministry of Agriculture, where he was General Coordinator (2001 to 2005) and Advisor and Substitute Director (2005 to 2011) of the Sugarcane and Agroenergy Department. Represented the Ministry in the Global Bioenergy Parntership and in the Bioenergy Sustainability Committee within the scope of the International Organization for Standardization (ISO), with a focus on enhancing the benefits of biofuels for the reduction of greenhouse gas emissions and for the socioeconomic development of the environment rural. He represented the Ministry of Agriculture in cooperation agreements with the United States (development of the biofuels market) and Germany (promotion of renewable energy sources). He gave lectures at several international events, including the parallel events of COP9 (Bonn, Germany, 2008) and COP10 (Nagoya, Japan, 2010), of the UN Convention on Biological Diversity, conference of the Sourthen African Development Community (Gaborone, Botswana, 2005 ), African Union (Addis Ababa, Ethiopia, 2007), Economic and Monetary Union of West Africa (Praia, Cape Verde, 2011). Member of the technical teams that prepared the National Agroenergy Plan and the National Biodiesel Production and Use Program. Advisor to the Civil House of the Presidency of the Republic between 2012 and 2017, working on the coordination team of the Program for Strengthening Institutional Management Capacity in Regulation (PRO-REG), He was part of the team of the Secretariat for Coordination and Governance of State-owned Companies between March 2019 and September 2020, where he contributed to the improvement of the methodology to assess the governance levels of federal state-owned companies. He held the position of Project Manager in the Climate Department, of the Climate and International Relations Secretariat of the Ministry of Environment between September 2020 and August 2021, having been Deputy Director of the Department between January and August 2021.. He is currently Financing Coordinator of the Department of Financing Policies for the Agricultural Sector, of the Agricultural Policy Secretariat of the Ministry of Agriculture, working to encourage increased participation by private sources, including investment funds, in financing the agricultural sector.

Título da tese: "Reforma regulatória no Brasil: estudo sobre os setores de energia elétrica, petróleo e telecomunicações", defendida em maio de 2019. Membro da carreira de Especialistas em Políticas Públicas e Gestão Governamental, vinculada à Secretaria de Gestão do Ministério da Economia. Atuou por 13 anos no Ministério da Agricultura, onde foi Coordenador-geral (2001 a 2005) e Assessor e Diretor Substituto (2005 a 2011) do Departamento de Cana-de-açúcar e Agroenergia. Representou o Ministério na Global Bioenergy Parntership e no Comitê de Sustentabilidade da Bioenergia no âmbito da Organização Internacional de Padronizações (ISO), com foco em reforçar os benefícios dos ambientais (redução de emissões de gases de efeito estufa, ao substituírem os combustíveis fósseis) e socioeconômicos (geração de emprego e renda no meio rural, especialmente nos países em desenvolvimento) dos biocombustíveis. Representou o Ministério da Agricultura nos acordos de cooperação com os Estados Unidos (desenvolvimento do mercado de biocombustíveis) e a Alemanha (promoção das fontes renováveis de energia). Proferiu palestras em diversos eventos internacionais, inclusive nos eventos paralelos da COP9 (Bonn, Alemanha, 2008) e COP10 (Nagoia, Japão, 2010), da Convenção de Diversidade Biológica da ONU, conferência da Sourthen African Development Community (Gaborone, Botsuana, 2005), União Africana (Adis-Abeba, Etiópia, 2007),União Econômica e Monetária do Oeste da África (Praia, Cabo Verde, 2011). Membro das equipes técnicas que elaboraram o Plano Nacional de Agroenergia e o Programa Nacional de Produção e Uso do Biodiesel. Assessor da Casa Civil da Presidência da República entre 2012 e 2017, atuando na equipe de coordenação do Programa de Fortalecimento da Capacidade Institucional de Gestão em Regulação (PRO-REG). Integrou a equipe da Secretaria de Coordenação e Governança das Empresas Estatais entre março de 2019 e setembro de 2020, onde contribuiu para o aprimoramento da metodologia para avaliar os níveis de governança das empresas estatais federais. Ocupou o cargo de Gerente de Projeto no Departamento de Clima, da Secretaria de Clima e Relações Internacionais do Ministério do Meio Ambiente entre setembro de 2020 e agosto de 2021, tendo sido Diretor-Substituto do Departamento entre janeiro e agosto de 2021. Atualmente é Coordenador de Financiamento do Departamento de Políticas de Financiamento para o Setor Agropecuário, da Secretaria de Política Agrícola do Ministério da Agricultura, atuando no fomento ao aumento da participação das fontes privadas, inclusive fundos de investimento, no financiamento ao setor agropecuário.
