Civil Engineer from the Federal University of Pernambuco, Master in Civil Engineering (Geotechnics) from the Federal University of Rio de Janeiro, PhD from the Polytechnic University of Madrid and Post-Doctor from the University of São Paulo (2011). He is a full professor at the Federal University of Pernambuco (UFPE) and Researcher at CNPq, with a 1B productivity grant since 2005. In 1994 he created the Research Group on Environmental Geotechnics (GRS / UFPE), where he coordinates several research projects financed by development agencies PRONEX/CNPq, CHESF/ANEEL PD, BNDES and FINEP, in the areas of Environmental Geotechnics, Bioenergy and Technologies for the Treatment of Solid Residues. He currently coordinates the Biogas Research Network for the study of the Biogas Energy Utilization in Solid Waste Landfills, financed by FINEP; develops the Environmental Geotechnics Applied to Solid Waste Landfills project financed by CNPq and participates in the Sustainable Cities through Planning and Innovative Technologies project, executed by the Center for Management and Strategic Studies (CGEE-DF). In the last 10 years, he published 57 articles in specialized journals and 81 papers in national and international congresses. It has 5 books published, 6 books organized and 10 chapters of published books. From the creation of the Graduate Program in Civil Engineering of the Federal University of Pernambuco in 1995, he directed 59 master's dissertations, and from the implantation of the doctorate (in 2000) he guided 30 doctoral theses.He is a member of the Brazilian Society of Soil Mechanics and Geotechnical Engineering (ABMS), the Brazilian Association of Sanitary and Environmental Engineering (ABES), the International Society of Soil Mechanics and Geotechnical Engineering (ISSMGE) and the International Solid Waste Association (ISWA). He belongs to the Editorial Committee of the Journal of Geological Resource and Engineering (USA), the Portuguese Geotechnical Journal and the Waste Journal of Spain, reviewer for Waste Management (Elsevier), Sanitary and Environmental Engineering (ABES), as well as a consultant for several journals.From 1995 to 1998 he was President of the Technological Institute of the State of Pernambuco (ITEP) and from 2005 to 2010 he was Director of the Center for Strategic Technologies of the Northeast (CETENE), linked to the Ministry of Science and Technology. In 2009 he received the title of Commander of the National Order of Scientific Merit of the Brazilian Academy of Sciences for his scientific and technical contributions to the scientific development of Brazil. In 2011 he was a member of the Committee of XXV Young Scientist Award (CNPq/Roberto Marinho Foundation) whose theme was "Sustainable Cities". Between 2012 and 2014, he coordinated the project "Technological Alternatives for the Treatment of Urban Solid Waste in Brazil, based on the experience of Europe, the United States and Japan", financed by BNDES. In 2015 he is the winner of the Bunge Foundation Prize for Basic Sanitation (Municipal Solid Waste), category Life and Work. In 2018 he is the winner of the Terzaghi Prize of the Brazilian Association of Soil Mechanics and Geotechnical Engineering (ABMS). In 2019 he was chosen to minister at the 15th Lecture Milton Vargas of ABMS. In 2020, he was awarded the Medal Merit Tamandaré by the Brazilian Navy and and in 2022 he received from the Government of Pernambuco the degree of Great Official of the Guararapes Order of Merit.

Atualmente coordena a Rede de Pesquisa Biogás para estudos do Aproveitamento Energético do Biogás em Aterros de Resíduos Sólidos, financiada pela FINEP; desenvolve o projeto Geotecnia Ambiental Aplicada a Aterros de Resíduos Sólidos financiado pelo CNPq e participa do projeto Cidades Sustentáveis por Meio do Planejamento e Tecnologias Inovadoras, executado pelo Centro de Gestão e Estudos Estratégicos (CGEE-DF). Pertence ao Comitê Editorial do Journal of Geological Resource and Engineering (USA), da Revista Portuguesa Geotecnia e da Revista Resíduos da Espanha, revisor da Waste Management (Elsevier), da Engenharia Sanitária e Ambiental (ABES), além de consultor de vários periódicos.No período de 1995 a 1998 foi Presidente do Instituto Tecnológico do Estado de Pernambuco (ITEP) e de 2005 a 2010 foi Diretor do Centro de Tecnologias Estratégicas do Nordeste (CETENE), vinculado ao Ministério da Ciência e Tecnologia. Em 2009 recebeu o Título de Comendador da Ordem Nacional do Mérito Científico da Academia Brasileira de Ciências por suas contribuições científicas e técnicas para o desenvolvimento científico do Brasil. Em 2011 foi membro do Comitê do XXV Prêmio Jovem Cientista (CNPq/Fundação Roberto Marinho) cujo tema foi Cidades Sustentáveis. Entre 2012 e 2014 coordenou o projeto Alternativas tecnológicas para o tratamento dos resíduos sólidos urbanos no Brasil, com base na experiência da Europa, Estados Unidos e Japão, financiado pelo BNDES. Em 2015 é o ganhador do Prêmio Fundação Bunge em Saneamento Básico (Resíduos Sólidos Urbanos) e em 2018 é o ganhador do Prêmio Terzaghi da Associação Brasileira de Mecânica dos Solos e Engenharia Geotécnica (ABMS). Em 2019 foi escolhido para ministrar a 15o Palestra Milton Vargas da ABMS. Em 2020 é agraciado com a Medalha Mérito Tamandaré pela Marinha do Brasil e em 2022 recebeu do Governo do Estado de Pernambuco o grau de Grande Oficial da Ordem do Mérito Guararapes.
