holds a degree in Electrical Engineering from the Federal University of Maranhão (1991), a master's degree in Information Engineering - Toyohashi University of Technology (1995) and a PhD in Information Engineering from the University of Nagoya (1998). He has a postdoctoral degree at RIKEN (The Institute of Physics and Chemistry), Japan. He is currently a professor at the Federal University of Maranhão, he advises (or) more than 60 students at master's and doctoral levels, including in the Northeast Biotechnology Network (RENORBIO ). He has more than 200 publications in international newspapers, magazines and conferences, as well as books. He has several research projects in several areas of the energy and engineering domain, including PRONEX (Program to Support Centers of Excellence). He is a consultant to CAPES and other agencies, in addition to serving as a reviewer for several internationally recognized journals and conferences. He has already held the positions of Dean of Research and Graduate Studies at UFMA and Director of the National Agency for Petroleum, Natural Gas and Biofuels (ANP).

Atualmente é professor titular da Universidade Federal do Maranhão, orienta(ou) mais de 60 alunos em nível de mestrado e doutorado, inclusive na Rede Nordeste de Biotecnologia (RENORBIO). Tem mais de 200 publicações em jornais, revistas e conferências internacionais, assim como livros. Tem vários projetos de pesquisas em diversas áreas do domínio da energia e engenharia, incluindo PRONEX (Programa de Apoio a Núcleos de Excelência). É consultor da CAPES e outras agências, além de servir como revisor de vários periódicos e conferências de referência internacional. Já ocupou cargos de pró-reitor de pesquisa e pós graduação da UFMA e de diretor da Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP). Atualmente é Presidente da Companhia Maranhense de Gás (GASMAR).
