Doutorando em Direito do Estado pela Universidade de São Paulo - USP, Mestre em Direito e Políticas Públicas pelo Centro Universitário de Brasília - UniCEUB (2017), Especialista em Economia Nacional pela The George Washington University - GWU (2014) e Graduado em Direito pela Universidade Federal de Pernambuco - UFPE (2006).
Procurador Federal na Advocacia-Geral da União, foi Consultor Jurídico do Ministério da Integração Nacional, onde atuou prioritariamente em processos referentes a contratações e convênios de arranjo produtivo nas áreas de infraestrutura e desenvolvimento econômico regional. Na Presidência da República, foi membro do Comitê Executivo do Conselho Nacional para a Desburocratização - Brasil Eficiente. No Senado Federal, prestou consultoria legislativa em assuntos relacionados ao Direito Público, como no projeto de reforma da Lei de Licitações e Contratos Administrativos.
Academicamente, suas áreas de interesse são direito administrativo, análise econômica do direito e inovação.
PhD Candidate in Law from the University of São Paulo (USP), he holds a Master's degree in Law and Public Policy from the University Center of Brasília - UniCEUB (2017), Specialist in National Economics from The George Washington University - GWU (2014) and Law Degree from the Federal University of Pernambuco - UFPE (2006).
Federal Attorney General in the Brazilian Attorney General's Office, was the Legal Counsel of the Ministry of National Integration between 2011 and 2015, where he worked primarily in procurement process, public-private partnerships and productive arrangement agreements in the areas of infrastructure and economic development. In the Federal Senate, he provided legislative advice on matters related to administrative law and infrastructure law, and was involved in the project to reform the Brazilian Public Procurement Law (PLS 559/2013) and in the impeachment process of former President Dilma Rousseff. Currently, he is a member of the Executive Committee of the National Council for Debureaucratization - Brazil Efficient, as representative of the Federal Senate, and the National Public Procurement Staff of the Federal Attorney General's Office.
Academically, his areas of interest are administrative law, infrastructure law and economic law analysis (law and economics)
