Adircélio de Moraes Ferreira Júnior

Doutor em Direito pela Universidade Federal de Santa Catarina - UFSC (2021), possui Mestrado em Direito pela UFSC (2015), Graduação em Direito pela Universidade Federal do Rio Grande do Sul - UFRGS (2005), Pós-Graduação em Contabilidade e Auditoria pela UFRGS (2000) e Graduação em Ciências Contábeis pela Universidade Federal de Pernambuco (1996). No campo profissional, iniciou sua carreira como auditor independente (1992-1998). Atuou na administração tributária, como auditor fiscal, nas três esferas de governo, Município, Estado e União (1998-2008). Posteriormente, ingressou na fiscalização das contas públicas, como auditor substituto de conselheiro do Tribunal de Contas do Estado de Santa Catarina - TCE/SC (2008-2010). Desde 2010, é conselheiro da Corte de Contas catarinense (nomeado na vaga reservada constitucionalmente aos auditores substitutos de conselheiro). Exerceu, também, por dois mandatos, as funções de presidente (2019 a 2023) e de vice-presidente do TCE/SC (2015 a 2019); de conselheiro supervisor do Instituto de Contas - Icon, Escola de Governo do TCE/SC (2010 e 2013); de vice-presidente (2021-2023) e secretário-geral (2020-2021) do Conselho Nacional de Presidentes dos Tribunais de Contas - CNPTC; e de diretor de Desenvolvimento do Controle Externo da Associação dos Membros dos Tribunais de Contas do Brasil - Atricon. Atualmente, exerce a função de corregedor-geral do TCE/SC (2023 - 2025) e de vice-presidente de Relações Internacionais da Associação dos Membros dos Tribunais de Contas do Brasil - Atricon (2021-2023). PhD. in Law at Universidade Federal de Santa Catarina (2021), Master in Law at Universidade Federal de Santa Catarina (2015) and Bachelor Degree in Law at Universidade Federal do Rio Grande do Sul (2005). Also holds a Bachelor in Accounting at Universidade Federal de Pernambuco (1996) and postgraduate studies in Accounting and Auditing at Universidade Federal do Rio Grande do Sul (2000). He began his career as Independent Auditor (1992-1998). In the following, worked as a Tax Auditor in the public administration area, in all three levels, City, State and Union (1998-2008). Later, he joined the Santa Catarina State Court of Accounts - TCE/SC - as Substitute Counselor Auditor (2008-2010). Since 2010, he became main Counselor member of the Santa Catarina State Court of Accounts - TCE/SC (appointed in the vacancy reserved constitutionally to the Auditors Substitute Counselor). Currently he is President of Santa Catarina State Court of Accounts - TCE/SC, been elected in 2019 and reelected for 2021 to 2023; External Control Development Director of Atricon - Association of Members of the Brazilian Courts of Accounts, since 2018 and reelected from 2020 to 2021; and Vice-President o CNPTC, National Board of Presidents of Brazilian Courts of Accounts, elected from 2021 to 2022. As a Counselor in TCE/SC, he served as Vice-President of the TCE/SC (2015-2018); Supervisor of the Institute of Accounts - ICON, School of Government of the TCE/SC (2010-2013); Substitute Vice-President of the IRB - Instituto Rui Barbosa, civil association for studies and research of the brazilian courts of accounts (2012-2013); 2nd National Vice-President of Audicon - Auditors Association (Ministers and Substitute Board Members) of the Brazilian Courts of Accounts (2014-2015); and General-Secretary of CNPTC (2020). He has experience in the areas of Accounting and Audit (Public and Private), Economics, Financial Mathematics, Statistics and Law (Constitutional, Administrative, Tax, International, Civil, Civil Process, Business, Criminal and Criminal Process).
