RAUL COLCHER, partner and president of Questera Consulting, is a communications engineer, graduated at the Military Engineering Institute (IME) in Rio de Janeiro, MS in Information Science and PhD in History of Sciences and Techniques and Epistemology at the Federal University of Rio de Janeiro (UFRJ) ). He carried out studies and post-graduate work in Brazil and abroad, with Sperry Research and Sperry Systems Graduate School in the United States. He has worked for several companies in Brazil, such as the UNIVAC division of Sperry Corporation, Montreal Engenharia, Ecodata and Embratel. He served as Vice-President of the United Nations Center for Electronic Business and Trade Facilitation (UN/CEFACT) in Geneva, Switzerland, and was UN/EDIFACT Rapporteur for the Americas. He was a Brazilian representative to the Study Group 1 of the former CCITT (now the standardization sector of the International Telecommunication Union - ITU) and Rapporteur of one of the technical questions of the same commission. He Chaired the Brazilian standards committee on Information Technology (CB-21) of the Brazilian Standards Association (ABNT) and was Chairman of the International Committee for Standardization of Office Equipment (ISO/IEC JTC1/SC28) and head of the Brazilian delegation to the Joint Technical Committee of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) for Information Technology (ISO/IEC JTC1). He served as an analyst within the international cooperative network of the GIGA Information Group. He was a member of the international jury of the IEC centennial commemorative contest, in cooperation with The Economist, the IEEE and other entities, to select the best papers on standardization in the electro-electronic field. Dr. Colcher is a life senior member of the IEEE, the IEEE Computer Society and the IEEE Communications Society. He was a member of the Board of Directors of the National Oil and Gas Industry Organization (ONIP), representing the software and computer services Brazilian Association (ASSESPRO). He is a director of Assespro-RJ and Assespro Nacional. He is a member and was Deputy Chairman of the Board of Directors of the World Information Technology and Services Alliance (WITSA), a global entity representing the IT industry. He is a professor and coordinator of postgraduate courses at Fundação Getulio Vargas (FGV). He was Program Chairman of ITQM 2015 (International Conference on Information Technology and Quantitative Management, in its 2015 edition, held in Rio de Janeiro). Consultant of the Studies and Projects financing agency (FINEP), he was the author of a technical study on "ICT for Urban Mobility", on request of that institution. He is the author of the book "Globalization and Digital Transformation: Promises and challenges of a new world under construction". In 2019, Dr. Colcher was designated a global "Impact Creator" by the IEEE (https://transmitter.ieee.org/impact-creators/), part of a group of professionals who "inspire a global community to innovate for a better tomorrow".
RAUL COLCHER, sócio e presidente da Questera Consulting, é engenheiro de comunicações pelo Instituto Militar de Engenharia (IME) do Rio de Janeiro, Mestre em Informática e doutor em História das Ciências e das Técnicas e Epistemologia pela Universidade Federal do Rio de Janeiro (UFRJ). Realizou estudos e trabalhos pós-graduados, no Brasil e no exterior, junto à Sperry Research, nos Estados Unidos. Trabalhou para diversas empresas no Brasil, como a divisão UNIVAC da Sperry Corporation, a Montreal Engenharia, a Ecodata e a Embratel. Desempenhou as funções de Vice-Presidente do Centro das Nações Unidas para Negócios Eletrônicos e Facilitação Mercantil (UN/CEFACT) em Genebra, na Suíça, e de Rapporteur UN/EDIFACT para as Américas. Foi representante brasileiro junto à Comissão de Estudos 1 do antigo CCITT (hoje setor de normalização da União Internacional de Telecomunicações - UIT) e Rapporteur de uma das questões técnicas da mesma comissão. Presidiu o Comitê Brasileiro de Informática (CB-21) da Associação Brasileira de Normas Técnicas (ABNT). Foi Chairman do comitê internacional para a normalização de equipamentos de escritório (ISO/IEC JTC1/SC28 - Office Equipment) e chefe da delegação brasileira junto ao comitê técnico conjunto da Organização Internacional de Normalização (ISO) e da Comissão Eletrotécnica Internacional (IEC) para Tecnologia de Informação (ISO/IEC JTC1). Desempenhou as funções de analista, dentro da rede internacional cooperativa do GIGA Information Group. Fez parte do júri internacional do concurso comemorativo do centenário da IEC, em cooperação com a The Economist, o IEEE e outras entidades, para seleção dos melhores papers sobre normalização no campo eletro-eletrônico. O Dr. Colcher é life senior member do Institute of Electrical and Electronics Engineers (IEEE), da IEEE Computer Society e da IEEE Communications Society. Foi membro do Conselho Diretor da Organização Nacional da Indústria de Petróleo (ONIP), representando a entidade de classe do setor de software e serviços (ASSESPRO). É diretor da Assespro-RJ e da Assespro Nacional. É membro e foi Deputy Chairman do conselho diretor da World Information Technology and Services Alliance (WITSA), entidade mundial representativa da indústria de TI. É professor e coordenador de cursos de pós-graduação da Fundação Getulio Vargas (FGV). Foi Program Chairman da ITQM 2015 (International Conference on Information Technology and Quantitative Management, em sua edição de 2015, realizada no Rio de Janeiro). Consultor da FINEP), autor de estudo técnico sobre TIC para Mobilidade Urbana, sob encomenda daquela instituição.
