Carlos Germano Ferreira Costa

He is a researcher at the Institute of Marine Sciences - LABOMAR - at the Federal University of Ceará in Fortaleza, Brazil. His research has been concerned with using policy information for coherent climate adaptation. He is responsible for providing quality technical-scientific information to guide public policies for mitigation and adaptation to regional environmental changes. He is involved in several national and international projects, such as Brazil's Fourth National Communication to the UNFCCC. In 2021, the European Commission in Horizon 2020 EU Research and Innovation Framework Program 2014-2020 awarded Germano Costa the Seal of Excellence for a research project on Policy Coherence for Development and Adaptation. Besides, he was a researcher and Technical Consultant at UNDP/MCTI-Clima, in the institutional arrangement of National Communications from Brazil to the United Nations Framework Convention on Climate Change (UNFCCC). He was a consultant to IICA and worked in the UN System (Cabo Verde) as a staff and International Consultant to UNDP, UNICEF, and OCHA, among other projects in environmental studies of global changes, climate adaptation, impacts, and vulnerability. His research interests are focused on Geosciences, with an emphasis on climate adaptation, working mainly on the following topics: the study of the socioeconomic components of disaster risk reduction and management, public policies, nature-based solutions, modeling the impacts of changes in the use of earth and climate change and data science. Germano Costa completed his master's degree (Ecology and Management of Natural Resources) and his doctorate (Environment and Development) at the Federal University of Ceará, Brazil, specializing in Geography - CAPES/PQPL/TIMOR1, with a postdoctoral degree at CEIGRAM/itdUPM - Polytechnic University of Madrid, Spain.
