José Antonio Encinas Manfré

Bacharel em Direito pela Faculdade de Direito de Bauru (1979), é Mestre (2003) e Doutor (2011) em Direito das Relações Sociais (sub-área de Direito Civil Comparado) pela Pontifícia Universidade Católica de São Paulo, com pós- doutorado em Direitos Humanos (perspectiva comparada: Brasil e Espanha) pela Universidad de Salamanca, Espanha, em 2018. Foi advogado durante cinco (5) anos. Ingressou na Magistratura paulista em 4 de novembro de 1985. Atuou em várias comarcas do estado de São Paulo e, na Capital, foi Juiz Titular da 2ª. Vara da Família e das Sucessões Central e Juiz (convocado) do 1º. Tribunal de Alçada Civil do Estado de São Paulo, além de haver integrado a Câmara Especial do Tribunal de Justiça. É desembargador do Tribunal de Justiça de São Paulo desde 12 de dezembro de 2012, atualmente com cadeira na 3ª. Câmara de Direito Público. Atuou em Câmaras das Secões de Direito Criminal e de Direito Privado. Foi Juiz Eleitoral Substituto e posteriormente Juiz Efetivo (setembro de 2011 a dezembro de 2012) do Tribunal Regional Eleitoral do Estado de São Paulo, classe Juiz de Direito. Em 17 de março de 2020 tomou posse como Desembargador Substituto no Tribunal Regional Eleitoral de São Paulo, após eleição pelo plenário do Tribunal de Justiça. Hoje, nesse Tribunal (TRE-SP), é Ouvidor e 1º. Suplente na classe Desembargador. Compôs a Comissão de Propaganda Eleitoral referente às eleições de 2022. É Professor Assistente Associado Doutor na Faculdade de Direito da Universidade Presbiteriana Mackenzie em São Paulo (desde 2002, porém, atualmente licenciado até 31/07/2023). Proferiu aulas e palestras em diversas universidades e outras instituições. É Presidente do Comitê Jurídico e de Compliance da Fundação de Rotarianos de São Paulo.

He was a lawyer for five (5) years. He joined the São Paulo Judiciary on November 4, 1985. He has worked in several courts in the state of São Paulo and, in the state capital, he was the Titular Judge of the 2nd. Central Family and Successions Court and Judge (convoked) of the 1st. Court of Civil Appeals of the State of São Paulo, besides having integrated the Special Chamber of the Court of Justice. He has been a judge of the São Paulo Court of Justice since December 12, 2012, currently sitting in the 3rd. Public Law Chamber. He has acted in the Criminal Law and Private Law Chambers. He was Substitute Electoral Judge and then Effective Judge (September 2011 to December 2012) of the Regional Electoral Court of the State of São Paulo, Law Judge class. On March 17, 2020, he took office as Substitute Judge at the Regional Electoral Court of São Paulo, after being elected by the plenary session of the Court. Today, in this Court (TRE-SP), he is 1st. He is also a member of the Electoral Propaganda Commission for the 2022 elections, and a judge ombudsman. He has been a Civil Law Professor at the Law School of Mackenzie Presbyterian University in São Paulo since 2002. He has given classes and lectures in several universities and other institutions. He is President of the Legal and Compliance Committee of the Foundation of Rotarians of São Paulo.
