Ricardo Matos Chaim

He holds a degree in Administration and Informatics, a Master's degree and a Doctorate in Information Science from UnB. Currently Associate Professor II of the University of Brasília, he works in Software Engineering. He is a professor in the Graduate Program in Applied Computing. Teaches Risk Management, Economic Engineering, Process Modeling, Engineering Integrator Project, Fundamentals of Complex Systems, Modeling of Systems Dynamics and Scientific Methodology. At the University of Brasilia, he coordinated the Specialization courses in Complex Systems Modeling (2011-2012) and Statistical Modeling and Econometric Dynamics (2014-2016). He has experience in the area of ​​governmental management and Systems Engineering, working on the following topics: strategic Internet marketing, risk and uncertainty management, Software Engineering. He is Director of the Center for Research in Information Architecture at UnB / FGA. He works as a researcher at the FGA Systems Development Laboratory and worked as a researcher at CDT / UnB (Technological Development Center) and CEFTRU / UnB (Interdisciplinary Center for Transport Studies) where he coordinated his systems laboratory. He worked at Embrapa for two years working on international cooperation projects as a consultant for the Inter-American Development Bank (PROCENSUL II Project). He worked at the Social Security Information and Technology Company (DATAPREV) where he performed the technical functions of system analyst, project manager for the Internet and outsourced project manager of systems and software quality based on point function technique. Among the administrative functions he served as service manager for the INSS Attorney General and for the INSS General Audit. Hired for the Presidency of the Republic, he worked for two years in the Technical Adviser to the Office of the Comptroller General of the Union / Presidency of the Republic (CGU) and in the Office of the Ombudsman-General of the Republic. Worked with the Advisory Board of the DATAPREV Business Directorate in Brasília, working with agencies such as the Federal Attorney General's Office, the Ministry of Social Security and the National Social Security Institute (INSS). He was DATAPREV's state manager for the DF during which he assisted in the structuring of the Executive Secretariat of DATAPREV within the scope of his Presidency, being the first Executive Secretary of the organization. His experience in teaching began in 2000 having served as professor and coordinator of undergraduate and postgraduate courses in Information Technology. He has taught in postgraduate courses with institutions such as ENAP and UPIS in subjects related to Strategic Marketing and Information Management, including in distance teaching disciplines, as well as with Fundação Getúlio Vargas FGV Management in Brasília in MBA courses in Strategic Administration of Information Systems, administering the discipline of demand management; in the MBA in Pension and Pension Funds Management, ministering the discipline of risk management; and coordinating the MBA Internal Audit course with an emphasis on Performance Audit and Program Evaluation for Funasa and the Federal Audit Court. At UnB he worked on research projects with ANTT, DNIT, FNDE, AGR in the Electronic Health Registry project of the Ministry of Health. He worked on extension projects with the DF Finance Department and the Ministry of Health.

Possui graduação em Administração e Informática, mestrado e Doutorado em Ciência da Informação pela UnB. Atualmente é professor Associado III da Universidade de Brasília, atua no curso de Engenharia de Software, Campus do Gama (FGA). É professor no Programa de Pós-Graduação em Computação Aplicada. Ensina Gestão de Riscos em Projetos, Engenharia Econômica, Modelagem de Processos, Projeto Integrador de Engenharias, Fundamentos de Sistemas Complexos, Modelagem de Dinâmica de Sistemas e Metodologia Científica. Na Universidade de Brasília, Coordenou os cursos de Especialização em Modelagem de Sistemas Complexos (2011-2012) e Modelagem Estatística e Dinâmica Econométrica (2014-2016). Tem experiência na área de Gestão Governamental e Engenharia de Sistemas, atuando nos seguintes temas: marketing estratégico para a Internet, gerenciamento de riscos e incertezas, Engenharia de Software. É Diretor do Centro de Pesquisa em Arquitetura da Informação da UnB/FGA. Atua como pesquisador no Laboratório de Desenvolvimento de Sistemas da FGA e atuou como pesquisador no CDT/UnB (Centro de Desenvolvimento Tecnológico) e CEFTRU/UnB (Centro Interdisciplinar de Estudos em Transporte) . Trabalhou na Embrapa, na Empresa de Tecnologia e Informações da Previdência Social - DATAPREV, na Controladoria-Geral da União/Presidência da República (CGU) e na Ouvidoria-Geral da República. Atuou junto à Assessoria da Diretoria de Negócios da DATAPREV em Brasília, relacionando-se com órgãos como a Advocacia Geral da União, Ministério da Previdência Social e Instituto Nacional do Seguro Social - INSS. Foi gerente estadual da DATAPREV para o DF e auxiliou na estruturação da Secretaria Executiva da DATAPREV no âmbito de sua Presidência, sendo o primeiro Secretário Executivo do órgão. Sua experiência em docência se iniciou em 2000 tendo atuado como professor e coordenador de turmas de graduação e pós-graduação em Tecnologia da Informação. Já lecionou em cursos de pós-graduação junto a instituições como ENAP e UPIS em disciplinas relacionadas ao Marketing Estratégico e Gestão da Informação, inclusive em disciplinas de ensino à distância, bem como junto ao FGV Management da Fundação Getúlio Vargas em Brasília nos cursos de MBA em Administração Estratégica de Sistemas de Informação, ministrando a disciplina gestão de demandas; no MBA em Previdência e Gestão de Fundos de Pensão, ministrando a disciplina gerenciamento de riscos; e, coordenando o curso de MBA Auditoria Interna com ênfase em Auditoria de Desempenho e Avaliação de Programas para a Funasa e Tribunal de Contas do DF. Na UnB atuou em projetos de pesquisa junto à ANTT, DNIT, FNDE, AGR e no projeto do Registro Eletrônico de Saúde do Ministerio da Saude. Atuou em projetos de extensão junto 'a Secretaria de Fazenda do DF e Ministério da Saúde. Pesquisador do Parque de Inovação e Sustentabilidade do Ambiente Construído (PISAC).
