Bacharel em Ciências Navais pela Escola Naval (1978), CMG (RM1), possui mestrado em Ciências Administrativas - Gestão Empresarial - pela Universidade Central da Venezuela (1997); MBA em Gestão Internacional - COPPEAD - UFRJ (2003); Doutorado em Ciências Navais pela Escola de Guerra Naval (EGN) (2003), no Sistema de Ensino Naval. É Doutor em Ciência Política pela Universidade Federal Fluminense (UFF) (2013). Foi da Diretoria da Associação Brasileira de Estudos de Defesa (ABED) no biênio 2010-2012. Foi Coordenador do Programa de Pós-Graduação em Estudos Marítimos (PPGEM-EGN) (2015-2017). É professor da Escola de Guerra Naval e pesquisador do Centro de Estudos Político-Estratégicos da Marinha (CEPE-MB). Foi professor visitante do King´s College London, no Defence Studies Department (2021-2023) da School of Security Studies. Foi Coordenador de Programas Profissionais da Área de Ciência Política e Relações internacionais da CAPES (MEC) de 2018 a 2022. Tem experiência na área de Defesa, com ênfase em Estudos Estratégicos, Planejamento de Forças e Segurança Marítima. Atualmente pesquisa as relações entre ciência, tecnologia e poder, com foco no uso da força em ambiente marítimo.
He holds a bachelor?s degree in Naval Sciences from the Naval Academy (1978), a master?s degree in administration sciences - Business Management - from the Central University of Venezuela (1997), an MBA in International Management - COPPEAD ? Rio de Janeiro Federal University - UFRJ (2003), a Doctorate in Naval Sciences from the Naval War College (EGN) (2003), in the Naval Education System, and a PhD in Political Science from the Fluminense Federal University (UFF) (2013). He joined the Board of Directors of the Brazilian Defence Studies Association (ABED - 2010-2012). He was the Coordinator of the Postgraduate Programme in Maritime Studies (PPGEM-EGN) (2015-2017). He is a professor at the Naval War College and a researcher at the Navy Centre for Political and Strategic Studies (CEPE-MB). He was visiting professor at King?s College London, in the Defence Studies Department (2021-2023) of the School of Security Studies (KCL). He was the Coordinator of Professional Postgraduate Programmes in the Area of Political Science and International Relations at CAPES, a Ministry of Education Foundation, from 2018 to 2022. He has experience in Defence, emphasising Strategic Studies, Force Planning and Maritime Security. He currently researches the relationship between science, technology, and power in the maritime domain.
