M.Sc. em Administração Espacial pela International Space University (ISU), situada em Estrasburgo, França. Licenciada em Pedagogia pela UFPR. Técnica em Assuntos Educacionais do MEC, aposentada. Criadora do site temático Astronomia, Astronáutica e Ciências Espaciais na Escola (http://educacaoespacial.wordpress.com/), do Portal do Professor do MEC, atualmente inativo. Palestrante. Outras atuações no MEC incluiram gerenciamento de projetos e grupos de trabalho, pesquisa internacional e assessoria especial. Atuou como docente em língua portuguesa e inglesa, no Estado do Paraná. Durante seu mestrado, realizou estágio na Divisão de Heliofísica do Centro de Voo Espacial NASA Goddard, com pesquisas em Eclipses ao Longo dos Séculos e NASA Educação. Norma também atua como pesquisadora independente e disseminadora da NASA e da Astronomia entre alunos e professores de educação básica e superior. Algumas realizações incluiram o acompanhamento da tradução do sitio MEC-NASA Estação do Clima Espacial, disponível no Portal do Professor (http://webeduc.mec.gov.br/nasa/); organização de eventos pelo MEC a convite da NASA, dos quais centenas de alunos brasileiros fizeram perguntas por videoconferência a cientistas da NASA. Possui diversas publicações sobre educação e educação espacial, em Inglês e Português.

She has many publications on education and space education, in English and Portuguese.
