Chief of Science, Technology and Innovation Office in the Paraná S&T Agency. Visiting Scholar at Haas School of Business, University of California Berkeley and Deputy Convener of the National Innovation Systems and Models of the Triple Helix Association. His present work concerns theoretical and field consulting on: i) innovation, entrepreneurship and knowledge representation, ii) public policies, management practices and processes for shaping innovation and entrepreneurship ecosystems and iii) the mutually effects of smart cities and innovation ecosystems.
He worked in several private and public organizations and occupied head positions, such as: Full Professor and Researcher in the Pontifical Catholic University of Paraná (BR) (1999-2018), Coordinator of the Innovation Office (2014-2017) in the Brazilian Institute for Quality and Productivity. Director of the Innovation Agency (2009-2013), Director of the PUCPR Technopark (2009-2013), Director of Strategic Planning and Integration (2006-2008), Director of the Technology and Science Institute (2006-2008), Coordinator of the PUCPR Technologic Consultancy Network (2008-2009), General Coordinator of Strategic S&T Areas (2017-today), all then in Pontifical Catholic University of Paraná. During the period 1999-2003 he was Coordinator of the Paraná ICT World Class Program, Innovation and Entrepreneurship, in the Science and Technology State Secretary. He is owner of two startups, the KnowIn ? Knowledge and Innovation Agents- and Akrivós - S&T in Healthy Industry.
Some organizations attended with consultancies, projects and courses by Prof. Spinosa are: PUCPR, UFSC, ITAIPU/PTI, NOKIA, SIEMENS, LEGO, SOFHAR, WHITE MARTINS S/A, SISGRAPH S/A, VOLVO CE, RACCO, AMVALI, S&T State Secretary of Paraná, CITS, TECPAR, NTS-BRASIL, SOFTEX, IBQP, FIEP, and ESPRIT-EU. He coordinated more than 50 technological development projects in Brazil and abroad, with more than a hundred published articles.
He earned his Ph.D. degree in Production and Informatics and his Diplôme d?études approfondies (equivalent to Master in Science) in CIM Systems from Université d?Aix-Marseille III in France, 1990-1996. Also he received his Master of Science in Mechanical Engineering degree and his Bachelor of Computer Science degree from Universidade Federal de Santa Catarina, 1983-1991. In 2003 he got a Specialization Degree in Innovation Management from the University of Texas and Simon Fraiser University, Austin (USA) and Vancouver (CAN). In 2018 he got a Specialization Attestation on Designing a Smart Specialization Strategy, MOOC from the École Polytechnique Fédérale de Lausanne.
His work has been recognized through some awards and honors such as the Academic honor as best student in B.S. Computer Science (1993-1986), Special Training Program Fellowship, (1984-1986), Master in Science Fellowship (1987-1991), Doctorate Fellowship (1991-1996), ESPRIT Program of European Commission Researcher Fellowship, (1996-1999), and Industrial Training National Service Visiting Researcher (2013) and Visiting Scholar Fellowship (2016-2017).
