Volunteer collaborating professor of the Public Policy, Strategies and Development Program of UFRJ Institute of Economics, teaching the chairs of Global Environmental Conventions and Environmental Management and Innovation, with a neo Schumpterian and Institutionalist analysis bias. Coordinator, from May 2017 to April 2018, the Coordination of Exploration and Production of Oil and Gas at IBAMA (COEXP-CGMAC), acting in the licensing process of drilling and seismic activities on the Brazilian coast. Today he acts as an environmental analyst in the same coordination.
Researcher of the National Institute of Science and Technology in Public Policies, Strategies and Development / INCT-PPED. Body Member of researchers of the Energy Planning Program of COPPE/UFRJ, at the Center for Integrated Studies on Environment and Climate Change (Centro Clima), in the Interdisciplinary Laboratory of Environment (LIMA) and provided support to the Laboratory of Advanced Management Systems (SAGE). Collaborated or collaborates as a teacher in EPP/COPPE chairs such as Topics in Environmental Management, Climate Change I and II, Energy and Human Society and courses provided to companies and public entities.
Became a full environmental analyst at the Ministry of environment in July 2013, working in the Brazilian Forest Service, working in the Planning Management, dealing with environmental management of forest concessions, especially with regard to the potential use of forest waste for energy generation. He was part of the Department of Sustainable Production and Consumption of the Secretariat of Institutional Articulation and Environmental Citizenship of the Ministry, acting especially in the area of sustainable procurement.
Collaborated as a postgraduate professor at Cândido Mendes University in the area of sustainable tourism.
Two postdoctoral studies. One in the PPE in sustainability indicators and the other in the Production Engineering Program (PEP-COPPE/UFRJ)in the sametheme focusing on the legacy of the Olympic Games. PhD in Energy Planning, concentration in Environment from COPPE/UFRJ (2001), with the theme, Innovation and Environmental Management systems in Production: The Case of Mariculture in Jurujuba Cove. Master in Energy Planning by COPPE/UFRJ (1993) with the theme, The Insertion of Natural Gas in the Brazilian Energy Matrix: Evaluation of the Use of NG as Fuel in Vehicular Traction. Graduated in Mechanical Engineering from UFF (1988) and in Social Communication -Journalism from UFF (1989)
Develops projects that seek technological and regulatory innovation through environmental management, based on evolutionary theory, discussing alternatives of technological routes through the use of renewable energies and environmentally healthy technologies. It acts mainly on the following topics: environmental management through environmental licensing and the interface between energy, climate change and sustainable development.
É professor colaborador voluntário do Programa de Políticas Públicas, Estratégias e Desenvolvimento do Instituto de Economia da UFRJ, lecionando as cadeiras de Convenções Ambientais Globais e Gestão Ambiental e Inovação, com viés de análise NeoSchumpteriana e Institucionalista. Coordenou, de Maio de 2017 até Abril de 2018, a Coordenação de Exploração e Produção de Petróleo e Gás no IBAMA (COEXP-CGMAC), atuando no processo de licenciamento de atividades de perfuração e sísmica na costa brasileira. Hoje atua como Analista ambiental na mesma coordenação modelagem hidrodinâmica e de dispersão de óleo e avaliação de programas de emergência individual (PEI) e plano de emergência para vazamento de óleo (PEVO).
É pesquisador e foi membro do Conselho gestor, o Instituto Nacional de Ciência e Tecnologia em Políticas Públicas, Estratégias e Desenvolvimento / INCT-PPED. Integra o corpo de pesquisadores do Programa de Planejamento Energético da COPPE/UFRJ, no Centro de Estudos Integrados sobre Meio Ambiente e Mudanças Climáticas (Centro Clima), no Laboratório Interdisciplinar de Meio Ambiente (LIMA) e forneceu apoio ao Laboratório de Sistemas Avançados de Gestão (SAGE). Colaborou como docente em cadeiras do PPE/COPPE como Tópicos em Gestão Ambiental, Mudanças Climáticas I e II, Energia e Sociedade Humanas e cursos fornecidos a empresas e entidades públicas.
Tonou-se analista ambiental pleno no Ministério de Meio Ambiente, em julho de 2013, trabalhando no Serviço Florestal Brasileiro, lotado na Gerência de Planejamento, tratando de gestão ambiental das concessões florestais, especialmente no que diz respeito ao potencial de uso de resíduos florestais para geração de energia. Fez parte do Departamento de Produção e Consumo Sustentáveis da Secretaria de Articulação Institucional e Cidadania Ambiental do Ministério, atuando especialmente na área de compras sustentáveis
Colaborou também como professor de pós-graduação da Universidade Cândido Mendes na área de turismo sustentável.
Tem dois Pós doutorados. Um no PPE em indicadores de sustentabilidade e outro no Programa de Engenharia de Produção(PEP-COPPE/UFRJ) no mesmo tema com foco no legado dos Jogos Olímpicos . Tem doutorado em Planejamento Energético, concentração em Meio Ambiente pela COPPE/UFRJ (2001), com o tema, A Inovação e os sistemas de Gestão Ambiental na Produção: O Caso da Maricultura na Enseada de Jurujuba. Mestre em Planejamento Energético pela COPPE/UFRJ (1993) com o tema, A Inserção do Gás Natural na Matriz Energética Brasileira: Avaliação do Uso do GN como Combustível na Tração Veicular. Possui graduação em Engenharia Mecânica pela UFF (1988) e em Comunicação Social -Jornalismo pela UFF (1989)
Desenvolve projetos que buscam a inovação tecnológica e regulatória por meio da gestão ambiental, tendo como base a teoria evolucionária, discutindo alternativas de rotas tecnológicas por meio de uso de energias renováveis e tecnologias ambientalmente saudáveis. Atua principalmente nos seguintes temas: gestão ambiental por meio do licenciamento ambiental e a interface entre energia, mudanças climáticas e desenvolvimento sustentável.
