Jean Francois Tourrand

Jean-Francois Tourrand is currently a researcher at Cirad (Center for International Cooperation in Agronomic Research for Development); he studied Veterinary Medicine (Toulouse, France 1981), and holds a Masters in Animal Production and a PhD in Animal Science (Paris XII University, 1983 and 1993). He is serving as General Inspector of Public Health at the French Ministry of Agriculture and is a professor of animal production in several universities in Europe, South and North America, Africa (Egypt, Morocco, Algeria, Senegal) and Asia (China). He teaches courses and gives seminars, and has been the advisor and co-advisor of around forty doctoral candidates and twenty master's students, during twenty five years. In addition to investing in the training of human resources at postgraduate level, he coordinates and participates in several international scientific research projects related to agricultural dynamics, social-environmental interactions and resilience / adaptation of livestock societies facing global change. His research is based on comparative analyzes in several contrasting regions. He participated in the construction of international research networks, especially in Latin America: TRANSAMAZONIA in the 90s (at the Amazon basin scale, which became Amazon Initiative, a program of the CGIAR) and SMART in the 00s (Strategic monitoring of South American Regional Transformations that changed in Latin American Public Policy network / PPAL). More recently, he was one of the founders of the Livestock Farming & Local Development network at the global scale, especially the Global Agenda for Sustainable Livestock (GASL) coordinated by FAO. During the 80s, he worked in West Africa on one of the first research projects on agricultural production systems, in partnership with IRSA, Cirad, MSU (Michigan State University) and FSU (Florida State University). He was a visiting professor at UFPA-NAEA, Belém (1990-1998), in partnership with Embrapa Amazônia Oriental, and developed research on family agriculture. In 1999-2001 he was a visiting researcher at the Center for Latin American Studies at the University of Florida, USA, and coordinated two international projects, one funded by the National Science Foundation (NSF) and another by the European Union through the PPG7 Program. He returned to Brazil in 2001 as a visiting professor at UnB-CDS to create the SMART network. In 2006, he was assigned deputy director of the French Initiative for International Agricultural Research (FI4IAR) to define the priorities and governance of the French agronomic research. This resulted in the creation of Agreenium, a consortium bringing together the main institutions in the agronomic and veterinary training and research in France. In 2009, it became Cirad coordinator in the Mediterranean basin and led international research projects in Egypt, Morocco, Lebanon, Algeria and Southern Europe. He left the coordination of the Mediterranean basin in 2012 to open new fronts of research on the Tibetan Plateau in partnership with Chinese universities and focused on the social, economic and environmental impacts of the degradation of natural grasslands covering around 4 million km². Since 2016, he has been receiving a CAPES-PVE grant as a visiting professor (1-2 months per year) at the UFRGS PGDR, Porto Alegre-RS, Brazil, in order to open new spaces for young researchers and Brazilian teachers worldwide in the livestock sector, especially through partnerships with foreign research institutions and university students, using the LIFLOD network. His work is reflected in his publications that include around 150 articles, twelve books, and three more in progress. Pesquisador do CIRAD (Centro de cooperação internacional em pesquisa agronômica para o desenvolvimento, Montpellier-França). Graduado em Medicina Veterinária (Toulouse-FR 1981), mestrado em Produção Animal e doutorado em Ciência Animal (Univ. Paris XII, 1983 e 1993). Atuou como supervisor geral de saúde pública no Ministério da Agricultura francês e como professor em Produção Animal em diversas universidades na Europa, América do Sul e do Norte, África (Egito, Marrocos, Argélia, Senegal) e Ásia (China), ministrando aulas/seminários e atuando como orientador e co-orientador de dezenas de teses de doutorado e dissertações de mestrados. Ao lado desse investimento na formação, coordenou e participou de diversos projetos internacionais de pesquisa, relativos às dinâmicas agropecuárias, às interações entre sociedade e meio ambiente e às resiliência/adaptação das sociedades pecuárias às mudanças globais, baseados em análises comparativas em diversas regiões contrastantes. Desde outubro de 2017 atua como professor-visitante no PPGZ/UFSM, Santa Maria, RS, Brasil, apoiando projetos e atividades de internacionalização, assim como desenvolvendo atividades de ensino sobre Diversidade e Dinâmica da Pecuária frente às Mudanças Globais. Na sua carreira, participou da construção de redes internacionais de pesquisa, no caso da América do Sul: Transamazonia na década de 1990 na escala da bacia amazônica (rede que se transformou em Amazon Initiative, Prog. do CGIAR) e SMART (Strategic monitoring of South American Regional Transformations que transformou-se na rede Política Pública em América Latina/PPAL) nos anos 2000 na escala da América do Sul. Recentemente, foi um dos fundadores da rede LiFLoD (Livestock Farming & Local Development) rede que atua em escala global, especialmente no Global Agenda for Sustainable Livestock (GASL) coordenado pela FAO. Durante a década de 1980, trabalhou na África do Oeste no primeiro projeto de pesquisa sobre sistemas de produção agrícola, em parceira com IRSA (Instituto Senegalense de Pesquisa Agrícola), CIRAD, MSU (Michigan State Univ.) e FSU (Florida State Univ.). Foi professor-visitante na UFPA-NAEA, Belém-PA (1990-1998), em parceria com a Embrapa Amazônia Oriental, em pesquisas agropecuarias. Em 1999 - 2001 foi pesquisador-visitante no Latam da University of Florida, EUA, coordenando dois projetos internacionais, um financiado pela NSF (National Science Foundation) e outro pela União Europeia (PPG7). Retornou as atividades acadêmicas no Brasil em 2001 como professor-visitante da UnB-CDS, Brasília-DF. Em 2006, esteve vice-diretor da French Initiative for International Agricultural Research (FI4IAR) com a finalidade de redefinir as prioridades e governança da pesquisa agronômica francesa. Depois da criação de Agreenium, consórcio que agrupa os principais atores da pesquisa e da formação agronômica e veterinária da França, em 2009, atuou como o coordenador CIRAD na bacia mediterrânea com projetos internacionais de pesquisa no Egito, Marrocos, Líbano, Argélia e Europa do Sul. A partir de 2012 dedica-se a perspectiva de abertura de novas frentes de pesquisa no Platô Tibetano em parceria com universidades chinesas focadas nos impactos sociais, econômicos e ambientais da degradação dos pastos naturais cobrindo uma área de quatro milhões de km². Desde 2016, por meio de bolsa CAPES-PVE, atuou (1-2 meses por ano) no PGDR da UFRGS, Porto Alegre- RS. Com o principal objetivo de abrir novos espaços para jovens pesquisadores e professores brasileiros na escala mundial da pecuária, especialmente através de parcerias com universidades estrangeiras, por meio da rede LIFLOD. Esta trajetória de pesquisa está refletida em diversas publicações, aproximadamente 150 artigos e 12 livros e outros 2 em andamento.
