Auditor do Tribunal de Contas do Estado do Rio Grande do Sul. Professor Permanente do Programa de Pós-graduação em Políticas Públicas da Universidade Federal do Pampa (UNIPAMPA) (PPGPP). Doutor em Ciência Política pelo PPG-Pol da UFRGS em 2015. Mestre em Ciências Sociais com ênfase em Organizações e Sociedade pela PUCRS em 2006. Engenheiro Civil (1990) e Cientista Social (2016) formado na Universidade Federal do Rio Grande do Sul. Pós-graduado em Engenharia de Segurança do Trabalho em 2001 pela PUCRS. Gestor Público: Diretor-geral do Tribunal de Contas do Estado do Rio Grande do Sul (2019 a 2021); Secretário Adjunto da Secretaria Municipal de Obras e Viação (2004) e Supervisor e Diretor do Escritório Municipal de Projetos e Obras (EPO/SMOV) (2001 a 2004) da Prefeitura Municipal de Porto Alegre. Professor do Centro Universitário Metodista IPA (2007 a 2019). Docente nas áreas de Administração, com ênfase em Administração Pública, Ciência Política, Engenharia de Produção e Civil. Pesquisa nas áreas de teoria organizacional e de política, com foco no Estado, em políticas públicas e no processo de decisão e articulação dos agentes políticos. Trabalha e pesquisa com os temas de planejamento e controle estatais e participação da sociedade civil. Integra o grupo de pesquisa Processos Participativos na Gestão Pública (UFRGS).

Professor at Centro Universitário Metodista IPA (2007 to 2019). Professor in the areas of Administration, with emphasis on Public Administration, Political Science, Production and Civil Engineering. Research in the areas of organizational theory and politics, with a focus on the State, on public policies and on the decision-making process and articulation of political agents. It works and researches on issues of state planning and control and civil society participation. He is part of the research group Participatory Processes in Public Management (UFRGS).
