Thomas Bruce Ramsey

Mr. Ramsey has more than 20 years experience in design, construction, and operational oversight of landfill gas (LFG) and solid waste management. Mr. Ramsey has extensive professional experience in the following areas:Landfill Gas Development: System design and permitting experience includes vertical and horizontal gas collection systems, condensate management, utility and enclosed flares, temporary gas systems, odor control, as well as mitigation of LFG migration. Landfill Gas-to-Energy Development: Landfill-gas-to-energy (LFGTE) experience includes projects involving electric generation, direct pipeline to end users, and leachate evaporation. Performed siting studies, fatal flaw analyses, and negotiated contract terms with private LFGTE developers. Experience includes identifying and developing LFGTE projects at smaller landfills with limited LFG generation.Client Advocate and Representative: Technical support to advance client interests to outside parties including government regulators, community activists, and customers in a highly regulated and publicly scrutinized business environment. Includes numerous public presentations to address technical issues at regulatory hearings as well as negotiations with vendors for LFG development projects. Construction Management and Engineering Support: Construction management and engineering support for LFG installation, and start-up trouble shooting of new and existing LFG management systems. Work includes constructability reviews, engineering cost estimates, preparation of complete bid documents for public agency bidding, resident-project-representative support, claims prevention and resolution.
