Born 18th October 1950 in Rio de Janeiro, graduated Architecture and Urbanism in 1975, held a Master?s Degree (1986) in Public Administration and Public Policies and a Ph.D. (2000) on Urban Environment and Public Policies. Academic experience includes teaching at graduate and post graduate, and conducting research projects at the Human Sciences Institute (2002 to 2004) and earlier (1983 to 1987) in Architecture and Urbanism courses at Santos Catholic University and Mogi das Cruzes in the state of São Paulo. As part of research and academic interest, has published some articles and papers about urban public services regulation and public policies. Major areas of professional interest comprehend social-economic and environmental development, public policies related to infrastructure, regulation of public services, project monitoring and evaluation, having taken part in some major initiatives, either local, state and/or Federal levels, and has acquired technical knowledge and managing skills as Director of Environmental and Territorial Management at Brazil?s Ministry of Environment - Secretariat for Environmental Quality (2003/2004).
Doutora em Estruturas Ambientais Urbanas pela FAU/USP (2000), Mestre em Administração Pública e Planejamento (EAESP/FGV em 1986) e graduada em Arquitetura e Urbanismo pela Universidade de São Paulo (FAU/USP 1975). Experiência prática e docente nas áreas de gestão urbana e desenvolvimento sustentável com ênfase em políticas de infraestrutura (saneamento e resíduos sólidos, energia e recursos hídricos). Prática gerencial adquirida na coordenação de projetos e como Diretora de Gestão Ambiental e Territorial do Ministério do Meio Ambiente. Experiência docente nas áreas de Arquitetura e Urbanismo (FAUS e OMEC - 1985 a 1987) e Geografia (UnB 2002 a 2004 - graduação e pós).
