Joao Alfredo Telles Melo

He holds a degree in Law from the Federal University of Ceará (1981), a Master's in Law from the Federal University of Ceará (1995) and a Ph.D. in Development and Environment (PRODEMA) from the Federal University of Ceará (2021). He is a lawyer anda a professor of Environmental Law, working mainly on the following topics: conservation units, water resources, environmental licensing, environmental justice, pesticides, environmental law and the environment. He is a member of the following institutions: Association of Professors of Environmental Law in Brazil (APRODAB), the Law Institute for a Green Planet (IDPV), the Brazilian Institute of Urban Law (IBDU) and the National Network of Popular Lawyers (RENAP). He served three terms as state deputy for the Workers' Party (PT) in the Legislative Assembly of the State of Ceará, one term as a federal deputy for the PT and, as of yet, the Socialism and Freedom Party (PSOL) and two terms as councilor by the PSOL at the Municipality of Fortaleza. Currently, he chairs the Environmental Law Commission of the Brazilian Bar Association, Ceará section (OAB / CE).

Possui graduação em Direito pela Universidade Federal do Ceará (1981), mestrado em Direito (Direito e Desenvolvimento) pela Universidade Federal do Ceará (1995) e doutorado em Desenvolvimento e Meio Ambiente (PRODEMA) pela Universidade Federal do Ceará (2021). É advogado e professor de Direito Ambiental , atuando principalmente nos seguintes temas: unidades de conservação, recursos hídricos, licenciamento ambiental, justiça ambiental, agrotóxicos, direito ambiental e meio ambiente. É membro das seguintes instituições: Associação dos Professores e das Professoras de Direito Ambiental do Brasil (APRODAB), do Instituto Direito por um Planeta Verde (IDPV), do Instituto Brasileiro de Direito Urbanístico (IBDU) e da Rede Nacional dos Advogados e Advogadas Populares (RENAP). Exerceu três mandatos de deputado estadual pelo Partido dos Trabalhadores (PT) na Assembleia Legislativa do Estado do Ceará, um mandato de deputado federal pelo PT e, ainda no exercício do mandato, pelo Partido Socialismo e Liberdade (PSOL) e dois mandatos de vereador pelo PSOL na Câmara Municipal de Fortaleza. Foi consultor de políticas públicas do Greenpeace Brasil. Atualmente, preside a Comissão de Direito Ambiental da Ordem dos Advogados do Brasil, secção do Ceará (OAB/CE).
