PhD in Public Policies by the Program of Public Policies and Human Formation of the State University of Rio de Janeiro (PPFH-UERJ). Master in Political History and History Degree by the same Institution. From the foundations of Dependency Theory, research on the period of the Brazilian history called New Republic, the effects of Neoliberal Globalization and the Scientific-Technical Revolution in Brazil and the implementation of neoliberalism in the post-dictatorship period. Currently he is Executive Secretary of the Chair and Network of Global Economy and Sustainable Development of the United Nations Educational, Scientific and Cultural Organization (REGGEN-UNESCO); and Substitute Professor of the School of Education of UERJ, in the Department of Public Policies, Evaluation and Management of Education (DEPAG).He has work experience at UERJ, Pedro II School, FGV and CEDERJ institutions.

Mestre em História Política e Graduado em História (bacharelado e licenciatura) pela mesma Instituição.Secretário-executivo da Rede de Economia Global e Desenvolvimento Sustentável da Organização das Nações Unidas para a Educação, Ciência e Cultura (REGGEN-UNESCO). Membro do Programa Desenvolvimento e Educação Theotonio dos Santos (ProDEd-TS) na UERJ.A partir dos fundamentos da Teoria da Dependência, pesquisa sobre o período da Nova República, os efeitos da Globalização Neoliberal e da Revolução Científico-Técnica no Brasil e a implementação do neoliberalismo no país.Possui experiência de trabalho nas instituições UERJ, Colégio Pedro II, FGV e CEDERJ.
