Diana Carolina Valencia Tello

I am a Professor of Public Law with extensive work experience and exposure to Latin American governments. I am a former Administrative Director of the Colombian Ministry of Agriculture and Rural Development where I aid in the implementation of performance management system, e-government policies and legal reforms. I have provided training to over 1200 public servants about legal reforms in Colombia. I worked with the Colombian President Legal Office drafting legislation about performance management systems. I was in charge of procurement in the peace process with paramilitary groups and also in the Ministry of Agriculture. I have a considerable work and academic experience dealing with governance, accountability, e-government, democracy and pluralism. I have researched these issues for a number of Latin American countries and published my findings in peer reviewed articles and several conferences worldwide. My Ph.D. Thesis about the State in the Era of Globalization and New Technologies was published in Spanish and Portuguese.

Possui graduação em Direito - Universidad del Rosario (2001), mestrado em Direito pela Universidade Federal do Paraná (2011) e doutorado em Direito pela Universidade Federal do Paraná (2013). Atualmente é Professora Principal de Direito Público na Faculdade de Jurisprudencia da Universidad del Rosario na Colombia. Tem experiência na área de Direito Público, atuando principalmente nos seguintes temas: rendição de contas, governo eletrônico, políticas públicas, instituições, democracia, governança, globalização e constituição.
