Sandra Monarcha Souza e Silva

Born in Rio de Janeiro in 1952, Sandra Monarcha Souza e Silva has total familiarity with Italian, French, Portuguese and a working knowledge of English. In 1979 she studied at the Faculty of Bennett/RJ Architecture and received her degree in Architecture from the University of Rio de Janeiro. Between 1979 and 1985 she worked on receiving both a post-graduate degree from the State University of Rio de Janeiro and a Master's in Urban and Regional Planning from the Federal University of Rio de Janeiro. She worked from 1981 to 1991 as a town planner for the city government of Rio de Janeiro, where she was responsible for various city projects and had the role of coordinator of the Municipal Land Office (Catasto Tecnico Municipale) and other strategic programs in urban development and environmental protection financed by the IDB (Inter-American Development Bank), such as the master plan for pollution removal from Guanabara Bay and other social development projects of the Fundo Municipal de Desenvolvimento Social of the Rio de Janeiro Municipal Government An active member of the Institute of Architects of Brazil (IAB/RJ), in 1985 she was elected member of the Administrative Board and, in 1988, Director of the IAB/RJ's Cultural Activity. Between 1981 and 1991 she was a partner in Archi5, Office of Architecture. In the academic circuit, Sandra Monarcha was, at the same time, professor of the courses on Urban Planning I and II of the Faculty of Bennett (RJ) and guest professor at two of the most prestigious schools in Rio de Janeiro, specialized in Public Administration (Fundação Getúlio Vargas). In 1991 she moved with her family to Venice, Italy, where, with a grant from Brazil's National Research Council (CNPQ), she attended the Doctor of Research Program at the University Institute of Architecture of Venice, obtaining her Ph.D. degree in 1994. She settled in Venice, where she currently resides, doing freelance work in the environmental and territorial planning fields. She has collaborated with the International Center for Cities on Water (Centro Internazionale Città d Acqua) and has been a consultant on projects of the IUAV (University Institute of Architecture of Venice), the ISDGM/CNR (Institute for the Study of the Dynamics of Large Masses/Italian National Research Council), the Faculty of Environmental Sciences, Ca Foscari University of Venice, and the Port Authority of Venice. In 1994, Sandra Monarcha started her own company, Monarcha/Studi e Progetti, which provides consultancy, among other services, in the field of international cooperation, by developing programs and projects of cultural and technical-scientific collaboration in Italy and abroad. Within this scope, in 2001 the company promoted the Brazilian circuit of the Venezia - La Nuova Architettura exhibition for the Comune di Venezia and also organized, together with the Brazilian Ministry of Science and Technology, the Marine Science & Technology Cooperation workshop for the CNR/IT. In 2002, Monarcha/Studi e Progetti started a collaboration with the Consorzio Venezia Nuova, resulting in a study on the management of four of the biggest civil and hydraulic engineering works in Europe (Maeslant Barrier, Eastern Scheldt, resund Bridge and the dams of Neva Bay in Saint Petersburg), entitled "Grandi Opere in Europa - dalla fase di progettazione a quella di gestione". Nascida no Rio de Janeiro em 1952, em 1978 se forma em Arquitetura na Faculdade de Arquitetura Bennett.Entre 1979 e 1985 obtem os títulos de Pós-Graduação em Urbanismo pela Universidade do Estado do Rio deJaneiro/UERJ e de Mestrado em Planejamento Urbano e Regional da Universidade Federal do Rio deJaneiro/UFRJ. De 1981 a 1991 trabalha como arquiteta-urbanista na Prefeitura do Rio de Janeiro onde éresponsável por diversos projetos municipais e onde assume a coordenação de alguns projetos estratégicos dedesenvolvimento urbano e de tutela ambiental, finanziados pelo Inter-American Developmente Bank/BIRD.Ativa participante do Instituto de Arquitetos do Brasil/IAB/RJ, em 1985 é eleita membro do ConselhoAdministrativo e, em 1988, Diretora das Atividades Culturais. Entre 1981 e 1991 é sócia do escritório dearquitetura Archi5. No campo acadêmico é, no mesmo período, professora dos cursos de PlanejamentoUrbano I e II da Faculdade de Arquitetura Bennett e professora convidada em duas das maiores escolas deaperfeiçoamento em Adminastração Pública da cidade do Rio de Janeiro (Instituto Brasileiro deAdministração Municipal/IBAM e Fundação Getúlio Vargas/FGV). Em 1991 se transfere com a família aVeneza/IT onde, com um finanziamento do Conselho Nacional de Pesquisa/CNPq/BR, frequenta oDoutorado de Pesquisa em Planejamento Territorial do Istituto Universitario di Architettura diVenezia/IUAV, obtendo o títolo de Doutor em 1994 com a tese A bacia Hidrográfica como UnidadeEspacial de Referência para o Planejamento Territorial . Se estabelece em Venezia, trabalhando comoconsultora nas áreas da tutela ambiental e do planejamento territorial. Colabora com a Prefeitura de Veneza,com AMAV (Azienda Multiservizi Ambientali Veneziana), com Ecotema no ambito do SistemaW.A.T.E.R.S. di monitoraggio della qualità delle acque e com o Centro Internazionale Città d Acqua.Participa como consultora, entre outros, de projetos do IUAV (Istituto Universitario di Architettura diVenezia), da Facoltà dei Ingegneria Ambientale dda Università di Trento, do ISDGM/CNR (Istituto per loStudio della Dinamica delle Grandi Masse/Consiglio Nazionale delle Ricerche), da Facoltà di ScienzeAmbientali/Università Ca Foscari di Venezia, da Autorità Portuale di Venezia/ARPAV (Agenzia Regionaleper la Prevenzione e la Protezione Ambientale del Veneto). Em 1997 abre o studio Monarcha/Studi eProgetti, que presta consultoria nos campos do planejamento de territórios de bacia hidrográfica e dacooperação internacional, desenvolvendo projetos e programas de colaboração cultural e tecnico-científicaentre Brasil e Itália. Em 2001, é curadora, para a Prefeitura de Venezia, do circuito brasileiro da mostraVenezia La Nuova Architettura e, para CNR/IT, realiza com o Ministerio da Ciência eTecnologia/MCT/BRo workshop Marine Science & Technology Cooperation. De 2002 a hoje o Studio presta consultoria aoConsorzio Venezia Nuova/CVN (concessionário único do Governo Italiano para a construção dos diques deproteção da Lagoa de Veneza das altas marés), realizando, inicialmente, o estudo Grandi Opere in Europa dalla fase di progettazione a quella di gestione , relativo aos aspectos de gestão e de realização de quatrograndes obras de engenharia civil e hidráulica na Europa: os diques de Maeslant Barrier e Eastern Scheldt naHolanda e da Baia di Neva em San Pietroburgo, Russia; e a ponte resund entre Suécia e Dinamarca.Atualmente é consultora do Sistema di Consultazione delle Opere (CO.OP), sistema informático que abrigatodos os projetos e obras relativos à defesa das marés e à tutela ambiental da Lagoa de Veneza, realizados noâmbito da Lei Especial para Veneza (n.798/84), em atuação dos convênios firmados entre o Magistrato alleAcque di Venezia/Ministero dei Lavori Pubblici e o Consorzio Venezia Nuova.
