Rafael March Castañeda Filho

Cartographic Engineer graduated from the Military Institute of Engineering (IME-RJ), Master in Geodesic Sciences from the Federal University of Paraná (UFPR), post-graduated in Marketing from the Getúlio Vargas Foundation (FGV-RJ) and PhD in Geography from the Federal University of Rio de Janeiro (UFRJ), with more than 20 years of experience in the private sector in market development, new business, design and architecture of solutions, planning and execution of projects in the area of Information Technology, focusing on geotechnologies and geoinformation, including geoprocessing, remote sensing and Geographic Information Systems. From 2007 to 2011 he held the position of Advisor to the Directorate of Geosciences (DGC) of the Brazilian Institute of Geography and Statistics - IBGE, where he had begun his career in the 1980s, then as a researcher and developer in the field of Geodesy. As advisor to the DGC, he was a representative of IBGE in the National Cartography Commission (CONCAR), between 2008 and 2011, delivered lectures and represented IBGE/DGC in numerous events and public hearings, in Brazil and abroad, and actively worked in the planning and implementation of the National Spatial Data Infrastructure (INDE), since 2009. From 2019, in the position of Researcher in Geographic Information of the permanent staff of IBGE and as coordinator of the Technical Committee of INDE, he led the project to update the Profile of Geospatial Metadata of Brazil (Profile MGB), a joint effort between IBGE and the Geographic Service Directorate of the Brazilian Army - DSG, which culminated in the publication of the Profile MGB 2.0, in 2021. In 2019, he was appointed to lead the planning, structuring and implementation effort of the IBGE/DGC Geomatics Coordination, created in 2021, the year he received the Austrian Cartographic Mission Award, awarded by DSG.

Engenheiro Cartógrafo formado pelo Instituto Militar de Engenharia (IME-RJ), Mestre em Ciências Geodésicas pela Universidade Federal do Paraná (UFPR), pós-graduado em Marketing pela Fundação Getúlio Vargas (FGV-RJ) e Doutor em Geografia pela Universidade Federal do Rio de Janeiro (UFRJ), com mais de 20 anos de experiência no setor privado em desenvolvimento de mercado, novos negócios, concepção e arquitetura de soluções, planejamento e execução de projetos na área de Tecnologia da Informação, com foco em geotecnologias e geoinformação, incluindo geoprocessamento, sensoriamento remoto e Sistemas de Informação Geográfica. De 2007 a 2011 ocupou o cargo de Assessor da Diretoria de Geociências (DGC) do Instituto Brasileiro de Geografia e Estatística - IBGE, onde iniciou sua carreira na década de 1980, então como pesquisador e desenvolvedor no campo de Geodésia. Como Assessor da DGC, foi representante do IBGE na Comissão Nacional de Cartografia (CONCAR), entre 2008 e 2011, proferiu palestras e representou o IBGE/DGC em inúmeros eventos e audiências públicas, no Brasil e exterior, e atuou ativamente no planejamento e implantação da Infraestrutura Nacional de Dados Espaciais (INDE), desde 2009. A partir de 2019, no cargo de Pesquisador em Informações Geográficas do quadro permanente do IBGE e como coordenador do Comitê Técnico da INDE, liderou o projeto de atualização do Perfil de Metadados Geoespaciais do Brasil (Perfil MGB), esforço conjunto entre o IBGE e a Diretoria de Serviço Geográfico do Exército Brasileiro - DSG, que culminou com a publicação do Perfil MGB 2.0, em 2021. Em 2019, foi designado para liderar o esforço de planejamento, estruturação e implantação da Coordenação de Geomática do IBGE/DGC, criada em 2021, ano em que recebeu o Prêmio Missão Cartográfica Austríaca, concedido pela DSG.
