João Roberto Cavalcante Sampaio

Public Health Worker and Epidemiologist. PhD in Public Health (IMS/UERJ - In progress), Master in Collective Health (IMS/UERJ), Specialist in Law and Health (ENSP/Fiocruz), Specialist in Family Health (FS/UnB) and Bachelor in Public Health (IESC/UFRJ). He was General Coordinator of Surveillance of Public Health Emergencies at the Health and Environment Surveillance Secretariat of the Ministry of Health (CGEMSP/SVSA/MS). In the same period, he also served as Substitute Director of Emergencies in Public Health (DEMSP/SVSA/MS). He worked at the Qualifications Center of the Epidemiological Intelligence Center of the Rio de Janeiro Municipal Health Secretariat (CIE/SMS-Rio), where he was responsible for the Specialization in Health Surveillance with Emphasis on Epidemiology (EVS), carried out in partnership with IESC /UFRJ. He also conducts scientific research at the Brazilian Center for Global Health (IMS/UERJ), Oswaldo Cruz Foundation (Fiocruz) and is a member of the Sérgio Veira de Mello Chair (CSVM/UERJ). He is the current state coordinator of Rio de Janeiro in the National Front for the Health of Migrants (FENAMI) and representative in the State Technical Committee for Comprehensive Health of the Immigrant and Refugee Population. He has worked as a consultant for the Pan American Health Organization/ World Health Organization (PAHO/WHO), the Health Surveillance Strategic Information Center of the Secretariat of Health Surveillance of the Ministry of Health (CIEVS/SVS/MS). Worked at the Emergency Operations Centers (COE) for Ebola (BR, 2014-2015), congenital zika syndrome (BR, 2015-2016), yellow fever (BR, 2017) and COVID-19 (RJ, 2021- 2022). He also worked at the Integrated Center for Joint Health Operations (CIOCS) at the Rio 2016 Olympic Games. He has professional experience with Global Health, Epidemiology, Health Surveillance, Public Health Emergencies, International Health Regulations, Digital Disease Detection, Participatory Surveillance and Health of Migrants and Refugees. He is the author of 23 papers, 3 book chapters, 85 abstracts presented at conferences, among other bibliographical and technical productions.

Sanitarista e Epidemiologista. Doutorando em Saúde Coletiva (IMS/UERJ), Mestre em Saúde Coletiva (IMS/UERJ), Especialista em Direito e Saúde (ENSP/Fiocruz), Especialista em Saúde da Família (FS/UnB) e Bacharel em Saúde Coletiva (IESC/UFRJ). Foi Coordenador-Geral de Vigilância das Emergências em Saúde Pública da Secretaria de Vigilância em Saúde e Ambiente do Ministério da Saúde (CGEMSP/SVSA/MS). No mesmo período também atuou como Diretor de Emergências em Saúde Pública Substituto (DEMSP/SVSA/MS). Trabalhou no Núcleo de Qualificações do Centro de Inteligência Epidemiológica da Secretaria Municipal de Saúde do Rio de Janeiro (CIE/SMS-Rio), onde foi responsável pela Especialização em Vigilância em Saúde com Ênfase em Epidemiologia (EVS), realizada em parceria com o IESC/UFRJ. Também realizou pesquisas científicas no Centro Brasil de Saúde Global (IMS/UERJ), Fundação Oswaldo Cruz (Fiocruz) e foi membro da Cátedra Sérgio Vieira de Mello (CSVM/UERJ). Foi coordenador estadual do Rio de Janeiro na Frente Nacional pela Saúde de Migrantes (FENAMI) e representante no Comitê Técnico Estadual de Saúde Integral da População Imigrante e Refugiada. Atuou como consultor para a Organização Pan-Americana da Saúde/Organização Mundial da Saúde (OPAS/OMS) no Centro de Informações Estratégicas em Vigilância em Saúde da Secretaria de Vigilância em Saúde do Ministério da Saúde (CIEVS/SVS/MS). Atuou nos Centros de Operações de Emergências (COE) por ebola (MS, 2014-2015), síndrome congênita por zika (MS, 2015-2016), febre amarela (MS, 2017) e COVID-19 (SMS-Rio, 2021-2022). Também atuou no Centro Integrado de Operações Conjuntas da Saúde (CIOCS) dos Jogos Olímpicos Rio 2016. Tem experiência profissional com Saúde Global, Epidemiologia, Vigilância em Saúde, Emergências em Saúde Pública, Regulamento Sanitário Internacional, Detecção Digital de Doenças, Vigilância Participativa e Saúde de Migrantes e Refugiados. É autor/coautor de 23 artigos científicos, 3 capítulos de livros, 85 trabalhos apresentados em congressos/palestras, entre outras produções bibliográficas e técnicas.
