Silvio Gonçalves de Almeida

He holds a bachelor´s degree in Chemistry from the Institute of Chemistry of the Federal University of Rio de Janeiro, UFRJ, RJ - Brazil (1976), specializing in Radiochemistry and Nuclear Chemistry from the Federal University of Rio de Janeiro (1978) and holding a Master's degree in Nuclear Engineering from the Military Engineering Institute ? IME, RJ, Brazil (1996). He built and headed the Safeguards Laboratory of the National Nuclear Energy Commission of Brazil ? LASAL/CNEN, RJ, Brazil between 1980 and 1997. From 1997 to 2002, he served the International Atomic Energy Agency ? IAEA, as a Cost-Free Expert of the IAEA Member States Support Programme - MSSP Administration under the coordination of the Support Programme Officer (SPO) and Head of the Analytical Support Unit of the Department of Safeguards of the IAEA in Vienna, Austria. From 2000 to 2002, he also served the IAEA as Scientific Secretary of the Analytical Services Committee (ASC/SG/IAEA), Project Manager for destructive analysis of nuclear materials for safeguards and instructor on procedures for sampling and shipments of nuclear material inspection samples and analytical support for safeguards purposes in the ?Introductory Course on Agency Safeguards ? ICAS Training Course provided for new IAEA inspectors of the IAEA Safeguards Department. From 2002 to 2006, he served the National Nuclear Energy Commission of Brazil ? CNEN as Group Leader for Physical Protection of Nuclear and Radioactive Brazilian Facilities and representing Brazilian Government as Point of Contact to the International Atomic Energy Agency for illicit trafficking of nuclear or radioactive materials occurrences within Brazilian territory. From 2006 to 2015, he served the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials ? ABACC as Accounting Officer.

É bacharel em Química pelo Instituto de Química da Universidade Federal do Rio de Janeiro (1976), especializado em Radioquímica e Química Nuclear pela Universidade Federal do Rio de Janeiro (1978) e mestre em Engenharia Nuclear pelo Instituto Militar de Engenharia (1996). Construiu e chefiou o Laboratório de Salvaguardas da Comissão Nacional de Energia Nuclear entre 1980 e 1997. No período de 1997 a 2002, atuou como Oficial de Administração de Programas de Apoio e Chefe da Unidade de Apoio Analítico do Departamento de Salvaguardas da Agência Internacional de Energia Atômica, em Viena. De 2000 a 2002, atuou ainda como: Secretário Científico do Comitê de Serviços Analíticos (ASC), Gerente de Projetos para análises destrutivas de materiais nucleares para salvaguardas e Instrutor sobre procedimentos para a amostragem e remessas de amostras de material nuclear e apoio analítico para fins de salvaguardas no "Introductory Course on Agency Safeguards" (ICAS), ministrado para os novos inspetores, junto ao Departamento de Salvaguardas da Agência Internacional de Energia Atômica, em Viena. No período de 2002 a 2006, atuou como Líder do Grupo de Proteção Física de Instalações Nucleares e Radiativas da Comissão Nacional de Energia Nuclear e foi o representante do Brasil junto à Agência Internacional de Energia Atômica para eventos de tráfico ilícito de materiais nucleares e radioativos ocorridos em território brasileiro. No período de 2006 a 2015, atuou como Oficial de Contabilidade na Agência Brasilieiro-Argentina de Contabilidade e Controle de Materiais Nucleares (ABACC).
