Graduated in Economic Sciences from the Catholic University of Santos (1991), Master in Economic Sciences from the State University of Campinas (2002) and PhD in Economic Sciences from the State University of Campinas (2011) in the area of Social Policy. He has experience in teaching and research in Educational Policy, especially in education financing (basic and higher). She was a consultant for the United Nations Educational, Scientific and Cultural Organization (UNESCO) with the Ministry of Education (MEC) and a consultant / researcher for the Brazilian Center for Analysis and Planning (CEBRAP). She is currently Associate Professor II at the Department of Public Policy and Education Management (PGE) at the Faculty of Education at the University of Brasília (UNB). Member of the Universitas/BR Network in Axis 1 - Economic policy and financing of higher education in Brazil: repercussions on the budget of public HEIs and on the financialization of private-mercantile HEIs. Leader of the research group of the CNPq directory entitled Financing of education: advances and challenges certified at the University of Brasília (UnB). Between 2016 and 2017, she carried out a postdoctoral internship at the Institute of Education (IOE) at University College London (UCL), London, under the supervision of Prof. doctor Tristan McCowan with funding through a Capes scholarship linked to the Postdoctoral Research Abroad Program. Between March and June 2019, she was a visiting researcher at the Institut de Recherche sur l'Éducation: Sociologie et Économie de l'Éducation, Université de Bourgogne, in Dijon, France, under the supervision of Professor Emeritus Jean-Jacques Paul.

Entre 2016 e 2017, realizou estágio pós doutoral no Institute of Education (IOE) na University College London (UCL), em Londres, sob a supervisão do Prof. Dr. Tristan McCowan com financiamento por meio de bolsa da Capes vinculada ao Programa de Pesquisa Pós-doutoral no Exterior.
