Raphael is currently the General Manager for Operational Safety and Environment at the Brazilian Agency for Petroleum, Natural Gas and Biofuels, Former Interim Director-General, Board Adviser, General Manager for Exploration and General Manager for Infrastructure and Transportation. Honorary Research Fellow and Industrial Supervisor at the University of Liverpool-UK.
Possui graduação em Engenharia de Produção pelo Centro Federal de Educação Tecnológica Celso Suckow da Fonseca (2003), Especialização em Sistemas Offshore (2005) pela UFRJ, MBA em Gerenciamento de Projetos pela FGV-RJ, Mestrado em Risk Management - Offshore & Ocean Technology (2012) pela Universidade de Cranfield, Reino Unido, e Doutorado em Engenharia (2017) pela Universidade de Liverpool, Reino Unido.
É Especialista em Regulação da Agência Nacional do Petróleo, Gás Natural e Biocombustíveis desde 2005, Tendo exercido as funções de Assessor de Diretoria, Superintendente de Infraestrutura e Movimentação, Superintendente de Exploração e de Diretor Geral Interino. Atualmente, é Superintendente de Segurança Operacional e Meio Ambiente.
Tem experiência em Gerência Executiva e nas áreas de Engenharia de Petróleo, Gerenciamento de Riscos e Segurança Operacional.
