Liliana Pimentel

Graduada em Arquitetura e Urbanismo, pela Universidade Braz Cubas (1998), Especialista em Gestão de Recursos Hídricos em Bacias Hidrográficas, pela Universidade de Taubaté (2006); e Mestre em Planejamento e Desenho Urbano pela Universidade de Brasília (2007), foi aluna de Mestrado Profissional do Curso de Sustentabilidade Ambiental da Escola de Engenharia de Minas da Universidade Federal de Ouro Preto (ABD), ofertado em parceria com a Hidroex/ Unesco e atualmente é Doutoranda do Curso de Pós-Graduação em Geografia da Universidade de Brasília. Tem mais de 30 anos de experiência profissional nas áreas de Saneamento Ambiental e Planejamento Biorregional com ênfase em Recursos Hídricos, Planejamento Urbano e Arquitetura, Políticas Públicas, Negociação e Mediação de Conflitos, Manejo de Áreas Protegidas e Conservação da Natureza e no desenvolvimento de Programas de Capacitação Profissional e Extensão Tecnológica. Atua como voluntária em diversas ONGs internacionais ligadas às questões ambientais, gestão urbana, mudanças do clima, mediação e transformação de conflitos e construção da paz. Com larga experiência docente em diversos níveis da educação, leciona no ensino superior desde 2000. Como servidora pública federal desde 2004, trabalhou nos Ministérios do Meio Ambiente e das Cidades atuando na assessoria direta à concepção e aplicação de vários ciclos de pesquisa do Sistema de Avaliação e Monitoramento da Implementação dos Instrumentos da Política Nacional de Recursos Hídricos - SIAPREH e pela criação e consolidação da Rede Nacional de Capacitação e Extensão Tecnológica em Saneamento Ambiental (ReCESA). No Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis contribuiu para a estruturação do Núcleo de Licenciamento Ambiental em São Paulo, onde foi coordenadora substituta. No MMA compôs a Assessoria de Gabinete da Secretaria de Biodiversidade e Florestas e consolidou a primeira versão da EPANB entregue à CDB, e contribuiu para a concepção e implementação de vários projetos no Departamento de Áreas Protegidas. Desde 2017 na Secretaria de Recursos Hídricos e Qualidade Ambiental, assumiu a relatoria da câmaras técnicas de cobrança, ciência e tecnologia e análise de projeto, ligadas ao Conselho Nacional de Recursos Hídricos, acompanhou temas diversos como os ODSs, projetos e contratos de consultoria, Reuso e Uso Eficiente das Águas, Segurança de Barragens e Smart Water Management, entre outros. Entre 2019 e 2022 integrou a equipe da Secretaria Nacional de Segurança Hídrica do Ministério do Desenvolvimento Regional, retornando ao MMA em janeiro de 2023. Foi bolsista Fulbright pelo Programa Hubert H. Humphrey Fellowship no Programa Especial para Estudos Urbanos e Regionais do Departamento de Estudos e Planejamento Urbano do MIT e Visiting Scholar na School of Public Affairs na Universidade do Colorado, em Denver e desenvolvendo atividades voluntárias junto a instituições de ensino comunitário, planejamento participativo e governança ambiental. Dedica-se ao estudo da paz, prevenção de conflitos pelo uso de recursos naturais e justiça ambiental desde 2012.

Liliana holds a bachelor in Architecture and Urban Planning, from Universidade Braz Cubas (1998), Specialization in Water Resources Management, from Universidade de Taubaté (2006); and Master in Urban Planning from Universidade de Brasília (2007). She is an MPA (ABD) in Socioeconomic and Environmental Sustainability offered by the School of Engineering and Mining at the Universidade Federal de Ouro Preto in partnership with Hidroex/Unesco, working on pursuing her Ph.D. in Geography at Universidade de Brasília. Liliana has over 30 years of professional experience in the areas of Environmental Sanitation and Bioregional Planning with an emphasis on Water Resources. Other experiences were carried out in the fields of Urban Planning and Architecture, Public Policy, Conflict Negotiation and Mediation, Management of Protected Areas and Nature Conservation, and in the development of programs for Professional Training and Technological Extension. She works as a volunteer in several renowned international NGOs related to environmental issues, urban management, climate change, and peacebuilding. After a long teaching career covering different levels of education, she has been working in higher education since 2000 and in 2018 became a faculty of Universidade Paulista as Adjunct Professor on the Institute of Technology and Sciences, Architecture and Urban Planning Department in Brasilia. As a federal civil servant since 2004, she has worked in the Ministries of the Environment and Cities, acting as a direct advisor to the design and application of several research cycles of the Evaluation and Monitoring System for the Implementation of the Instruments of the National Water Resources Policy - SIAPREH and for the creation and consolidation of the National Network for Training and Technological Extension in Environmental Sanitation (ReCESA). At the Brazilian Institute for the Environment and Renewable Natural Resources, she contributed to the structuring of the Environmental Licensing Center in São Paulo, where she was the deputy coordinator. At MMA, she was an Assessor and Deputy Chief Staff for the Secretariat of Biodiversity and Forests and consolidated the first version of the NBSAP delivered to the CBD, also contributing to the design and implementation of several other projects in the Department of Protected Areas. Since 2017, in the extinct Department of Water Resources and Environmental Quality, she was responsible for the reporting of the technical chambers of billing and water payment, science and technology, and project analysis, all of them linked to the National Water Resources Council, and act as representative in the chamber of transboundary waters. She was responsible for monitoring several topics such as the SDGs, projects and consulting contracts, efficiency and water reuse, dam safety, and smart water management to name a few. Since 2019, she has been part of the team of the National Water Security Secretariat of the Ministry of Regional Development (licensed). Liliana is a former Fulbright Hubert H. Humphrey Fellow at the Special Program for Urban and Regional Studies of the Department of Urban Studies and Planning at MIT and a Visiting Scholar at the School of Public Affairs at the University of Colorado ? Denver. During this time, she carried out actions volunteering for institutions devoted to community education, participatory planning, and environmental governance. Other research interests are peace studies, conflict prevention over natural resources, and environmental justice.
