Thiago Silva e Souza

Master in Management Studies (2015) from the University of Minho (Portugal), specialist in Naval Sciences (2019) from the Naval War School (EGN) and in Government Auditing (2009) from Gama Filho University (UGF), graduated in Naval Sciences (2002) by the Naval Academy (EN). Official of the Brazilian Navy (since 2002), he worked in the areas of budgetary and financial planning as Deputy Sub-Coordinator of the Budget (2016-2020) at the Coordination of the Navy Budget (COrM) of the General Secretariat of the Navy (SGM), being transferred in 2019/2020 for the Special Secretariat of Finance of the Ministry of Economy to act as Budget Advisor in the General Coordination of the Multiannual Plan 2020-2023 (CGPPA), later assuming the role of General Coordinator of Infrastructure and Special Policies (CGInfra) substitute , both at the Undersecretariat for Government Planning (SEPLA/SEF/ME). In the areas of tenders and administrative agreements, the highlight is the Project for the Reconstruction of the Comandante Ferraz Antarctic Station ? EACF (2012-2013) of the Brazilian Antarctic Program (PROANTAR), at the Secretariat of the Interministerial Commission for Sea Resources (SECIRM). In 2021, he assumed the position of Deputy Director of the Navy Ammunition Center (CMM) and, currently, in the position of Commander, he plays the role of Planning Advisor in the Sub-Command of Budget and Master Plan in the General Staff of the Navy (EMA). Voluntarily, he acts as Researcher at the Center for Strategic Studies of Marine Space Planning (CEDEPEM), having been a member of the Fiscal Council of the Brazilian Society of Public Administration (SBAP) in the biennium 2018-2020.

Oficial da Marinha do Brasil (desde 2002), atuou nas áreas de planejamento orçamentário e financeiro como Subcoordenador Adjunto do Orçamento (2016-2020) na Coordenadoria do Orçamento da Marinha (COrM) da Secretaria Geral da Marinha (SGM), sendo cedido em 2019/2020 para Secretaria Especial de Fazenda do Ministério da Economia para atuar como Assessor de Orçamento na Coordenação-Geral do Plano Plurianual 2020-2023 (CGPPA), depois assumindo a função de Coordenador-Geral de Políticas de Infraestrutura e Especiais (CGInfra) substituto, ambos na Subsecretaria de Planejamento Governamental (SEPLA/SEF/ME). Nas áreas de licitações e acordos administrativos, destaque para o Projeto de Reconstrução da Estação Antártica Comandante Ferraz ? EACF (2012-2013) do Programa Antártico Brasileiro (PROANTAR), na Secretaria da Comissão Interministerial para os Recursos do Mar (SECIRM). Em 2021, assumiu o cargo de Vice-Diretor do Centro de Munição da Marinha (CMM) e, atualmente, no posto de Capitão de Fragata, desempenha a função de Assessor de Planejamento na Subchefia de Orçamento e Plano Diretor no Estado-Maior da Armada (EMA). Voluntariamente, atua como Pesquisador no Centro de Estudos Estratégicos do Planejamento Espacial Marinho (CEDEPEM), tendo sido membro do Conselho Fiscal da Sociedade Brasileira de Administração Pública (SBAP) no biênio 2018-2020.
