Possui graduação (1975), mestrado (1979) e doutorado (1996) em Engenharia Florestal pela Universidade Federal do Paraná. É Professor aposentado (2014) da Universidade Federal Rural do Rio de Janeiro. Tem experiência na área de Recursos Florestais e Engenharia Florestal, com ênfase em Política e Legislação Florestal, atuando principalmente nos seguintes temas: política, legislação, administração, manejo e instituições florestais.
