CARLOS EDUARDO BARBOSA

Carlos Eduardo Barbosa has a D.Sc. in Systems and Computer Engineering, in the area of #8203;#8203;Data and Knowledge Engineering. His research areas include Technology Foresight, Knowledge Management, Decision Support Systems, and Crowdsourcing. Since 2010, he has been is a researcher at the Center for Analysis of Naval Systems (CASNAV), ICT of the Brazilian Navy, where he worked on technological development and research projects. At CASNAV, he participated in Electronic Document and Process Management, and Military Operational Planning projects, as well as research involving themes such as War Games, Operations Research and Software Engineering. Since 2021, he has held the position of Technological Innovation Advisor, being responsible for the Technological Innovation Cell of CASNAV. In 2016, he helped found the Laboratory of the Future (COPPE / UFRJ), a group of more than 20 researchers interested in exploring topics such as the future of cities, government, science and work. At the Laboratory of the Future, he coordinates the research line "Understanding the Future", a transversal line that methodologically supports all the subjects studied by the Laboratory of the Future, publishing several articles and technical reports. The Laboratory of the Future participates in an international research network that includes NGOs with global participation such as the Millennium Project and the World Futures Studies Federation, with participation in dozens of countries.

Carlos Eduardo Barbosa é Doutor em Engenharia de Sistemas e Computação, na área de Engenharia de Dados e Conhecimento. Suas áreas de pesquisa incluem Prospecção Tecnológica, Gestão do Conhecimento, Sistemas de Apoio à Decisão, e Crowdsourcing. Desde 2010 é pesquisador do Centro de Análises de Sistemas Navais (CASNAV), ICT da Marinha do Brasil, onde trabalhou em vários projetos de desenvolvimento tecnológico e pesquisa. No CASNAV, ele participou de projetos de Gestão de Documentos e Processos Eletrônicos, e Planejamento Operacional Militar, além de pesquisas envolvendo temas como Jogos de Guerra, Pesquisa Operacional e Engenharia de Software. Desde 2021, acumula o cargo de Assessor de Inovação Tecnológica, sendo responsável pela Célula de Inovação Tecnológica (CIT) do CASNAV. Em 2016, ajudou a fundar o Laboratório do Futuro (COPPE/UFRJ), um grupo com mais de 20 pesquisadores interessados em explorar temas como o futuro das cidades, do governo, da ciência e do trabalho. No Laboratório do Futuro, coordena a linha de pesquisa "Entendendo o Futuro", uma linha transversal que apoia metodologicamente todos os assuntos estudados pelo Laboratório do Futuro, publicando diversos artigos e relatórios técnicos. O Laboratório do Futuro participa de uma rede internacional de pesquisa que inclui ONGs de participação global como o Millennium Project e o World Futures Studies Federation, com participação em dezenas de países.
