Professor Emeritus at the Federal University of Pernambuco -UFPE, Professor at the Nilton Lins University and in 2019 he was at the Higher Education Policy Research Center - CIPES / University of Porto, as a Visiting Professor, with the support of CAPES and CIPES. He has an academic background with a degree in Medicine from the University of Pernambuco (1976) and an undergraduate degree in Biological Sciences from the Catholic University of Pernambuco (1973). He did a medical residency at the Hospital dos Servidores of Rio de Janeiro and is a specialist in Cardiology. Master's Degree in Medicine (Cardiology) from the Federal University of Rio de Janeiro (1981) and Doctorate in Medicine (Pulmonology) from the Federal Universities of São Paulo (2003). He has academic administrative experience: At UFPE, he was Rector and in this condition elected Vice President of the National Association of Directors of Federal Education Institutions - ANDIFES and President of the Council of Rector of Brazilian Universities - CRUB. He was Secretary of Education of the State of Pernambuco and in this condition he was elected President of the National Council of Education Secretaries-CONSED. He was Counselor of the National Council of Education, and in this condition President of the Chamber of Higher Education, for three terms, and President of the National Council of Education, for one term. His area of production and interest in education (management, evaluation, supervision, regulation and quality) and medicine (cardiology and the interface between education and medicine).

Possui formação acadêmica com Graduação em Medicina pela Universidade de Pernambuco (1976) e Graduação com Licenciatura em Ciências Biológicas pela Universidade Católica de Pernambuco (1973). Possui experiência acadêmica administrativa: Na UFPE, foi Reitor e nesta condição eleito Vice-Presidente da Associação Nacional dos Dirigentes das Instituições Federais de Ensino - ANDIFES e Presidente do Conselho de Reitor das Universidades Brasileiras - CRUB. Foi Secretário de Educação do Estado de Pernambuco e nesta condição eleito Presidente do Conselho Nacional de Secretários de Educação - CONSED. Foi Conselheiro do Conselho Nacional de Educação, e nesta condição Presidente da Câmara de Educação Superior, por três mandatos, e Presidente do Conselho Nacional de Educação, por um mandato. Tem como área de produção e interesse na educação (gestão, avaliação, supervisão, regulação e qualidade) e na medicina (cardiologia e interface educação-medicina).
