Luiz Augusto Nobrega Barroso

Luiz Augusto Barroso is the CEO of PSR. From 2016 to 2018 he was the CEO of the Energy Research Office (EPE), a government company connected to the Ministry of Energy that runs all the energy planning studies in the country to support its energy policy decisions. In 2018 he was also a visitor in the International Energy Agency (IEA) in France working in the IEA?s Clean Energy Transitions Program, a multi-year plan backed by 13 countries to support clean energy transitions around the world. Before joining EPE he was a partner and managing director at PSR , where he worked for 17 years, coordinating studies on power-gas systems planning, economics, operation, risk management and market design in about 30 countries in the Americas, Europe and Asia. Since 2013, he is also a research affiliate of Comillas Pontifical University?s Institute for Research in Technology (IIT), where he lectures since 2010, and since 2010 he lectures in the Summer School of Regulation of Energy Utilities, in the Florence School of Regulation (FSR), Italy. Since 2020 he is an Associated Editor of the IEEE Open Access Journal of Power and Energy and since 2018 he is the editorial board of the IEEE Power and Energy. He is a past Editor of the IEEE Transactions on Smart Grids (2010-2015), of the IEEE Transactions on Power Systems (2012-2018) and the past-chair of the Power Systems Operations, Planning and Economics Committee of the IEEE Power and Energy Society (PES), where he is a senior member and since 2020 an IEEE Fellow, for his analytical contributions on power system economics and regulation. He was the recipient of the 2010 IEEE PES Outstanding Young Engineer Award. He was the Brazilian member of the C5 SC on electricity markets and regulations where he was also part of its steering committee. He has authored 1 book, 3 book chapters and more than 200 technical papers in peer-reviewed journals and conference proceedings; besides being also a member of the technical committee of conferences on electricity markets and of defense tribunals of master's and doctoral theses in Brazil and abroad. He graduated in mathematics and received in 2006 the PhD degree in operations research from COPPE/UFRJ, Brazil.

Luiz Augusto Barroso é o diretor-presidente da PSR e pesquisador associado da Universidade de Comillas, em Madrid, onde leciona desde 2010. É também professor na Escola de Regulação de Florença, na Itália. De 2016 a 2018 foi presidente da Empresa de Pesquisa Energética (EPE), vinculada ao Ministério de Minas e Energia (MME) e responsável por estudos de planejamento energético que apoiam as formulações de políticas públicas pelo MME. Em 2018 foi visitante na Agência Internacional de Energia em Paris, onde atuou em atividades relacionadas à transição energética em países emergentes. Antes de juntar-se a EPE, Luiz Barroso foi sócio e diretor técnico da PSR, onde trabalhou por 17 anos coordenando estudos sobre planejamento, operação, regulação, comercialização e gestão de riscos em cerca de 30 países. É atualmente editor associado da revista IEEE Power and Energy (2018-) e da IEEE Open Access Journal of Power and Energy (2020-). Foi editor da IEEE Transactions on Smart Grids (2010-2015), IEEE Transactions on Power Systems (2012 - 2018) e chair do Power Systems Operations, Planning and Economics Committee (2017-2019) da IEEE Power and Energy Society, onde é membro sênior e recebeu, em 2010, o IEEE PES Outstanding Young Engineer Award . Em 2020 foi nomeado IEEE Fellow por sua liderança economia da energia e regulação. No Cigré, foi o coordenador do comitê de Mercados de Eletricidade e Regulação (C5) do Cigré Brasil de 2010 a 2014, onde também foi membro do steering committee do SC C5 do Cigré Internacional. É autor e co-autor de 1 livro, 3 capítulos de livros e de mais de 200 artigos científicos em periódicos e conferências nacionais e internacionais em temas relacionados a mercados competitivos de energia; além de membros de comitês científicos/organização de conferências e bancas/orientações de dissertações de mestrado e doutorado no Brasil e exterior. É membro do Conselho de Energia da FIJAN (2020-) e do Centro Brasil no Clima (2020-). É graduado em matemática e possui doutorado em engenharia de sistemas (otimização) pela COPPE/UFRJ, Brasil.
