Doctor with a thesis on Evaluation of Written Production at Enem by the University of Brasília and Master in Management and Educational Evaluation by the Federal University of Juiz de Fora, he also has a master's degree in Linguistics from the University of Brasília. Professor-Researcher in the area of Education, Evaluation and Distance Education Courses (DE). Post-graduated by the Department of Educational Management at Tsukuba University (Japan), he conducted research on the quality of classroom teaching. He graduated in Pedagogy from the Catholic University of Brasilia and in Letras-Português from the University of Brasilia. Professionally, he works as a Researcher-technologist at the National Institute of Educational Studies and Research Anísio Teixeira (INEP / MEC) and as a teacher of basic and higher education. He gives courses and lectures on topics such as Educational Assessment and instructional design for content creators and developers for the Moodle platform. In the private sector he worked at private educational institutions in Brazil and abroad. He worked as Coordinator of International Relations in Japan (Ministry of Foreign Affairs) and in Private Export and Import Companies (Inoue Traders- Kobe Japan). In public schools in the Federal District, he has been working in basic education since 1991, with experience in classrooms, teaching direction and coordination. In higher education, he acts as an academic work advisor and served as a teacher and trainer at the Open University of Brazil (UAB) at the University of Brasília (UnB). He developed the teaching case methodology to work on the contents of the menus of different subjects. He is a consultant for the Research Support Fund of the Federal District (FAP / DF) and of the State Education Departments of Brazil. He is a member of the Brazilian Association for Educational Evaluation (ABAVE).

Profissionalmente, atuou como Pesquisador-tecnologista do Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP/MEC) e como professor do Governo do Distrito Federal. Desenvolveu matrizes de avaliação e workshops de criação de itens para testes em larga escala: Enem, Saeb, Encceja, Celpe-Bras e Provinha Brasil. Trabalhou como Coordenador de Relações Internacionais no Japão (Ministry of Foreign Affairs) e em Empresas Privadas de Exportação e Importação (Inoue Traders- Kobe Japan). Na rede pública do Distrito Federal, atuou na educação básica, com experiência em salas de aula, direção e coordenação pedagógica. Desenvolveu a metodologia do caso de ensino para trabalhar conteúdos das ementas de diversas disciplinas na EaD da Universidade Aberta do Brasil (UAB). Membro missionário do conselho editorial da Revista Ibero-americana de Missiologia (RIMI), membro da Associação Brasileira de Avaliação Educacional (ABAVE).
