Possui doutorado em Artificial Intelligence - US Department of Defense and has been involved in internet security, ICT, digital forensics, biometrics, and organizational management. Currently, the IC4MF Chairman & Coordinator for Technology, Innovation and Exploitation, I direct a medium-scale applied research project that will collaborate Brazilian and Global objective-driven research projects which aim at generating which aim at generating new laws, knowledge, technologies, as well as, join resources for research in order to improve the science and legal aspects of multimedia digital forensics. The IC4MF project provides a international network of professionals who work collaboratively to provide dedicated training, simulation and active intervention to combat digital crimes and protect Brazil's Critical Infrastructures. Recognized in Who's Who Worldwide and Who's Who in the Computer Industry for his innovation, technology, diverse security and information assurance acumen. He has held numerous prominent government and commercial positions across three continents managing $ Billions of R&D; has extensive European Commission project experience including proposal submission and international collaboration projects on data protection, forensic services and security technology; and the Architect for several global Intelligence and Critical Infrastructure Command and Control Facilities. A well published Author on security, biometric identity management and Data Protection standards, laws and best practices. A principle in the formation, start-up, merger, acquisition, reorganization or liquidation of more than 160 organizations across 43 countries, managing business and IT restructuring, product development, & research. Proposed and implemented Government and MNC organizational changes resulting in 18-27% operational improvements and combined savings of more than 6 Billion. Directed Advanced Research & Development at National Government levels, coordinating with academia and commercial research Centers developing company incubators and achieving patents in various positions including Chief Scientist at US DoD Joint Staff, US Intelligence Services, the US Dual-Use Technology & Innovation Center, and the US AI & Robotics Lab--managing $1 Billion in annual programs.Developed then Directed the EU Early Warning Centre monitoring the digital border of EU Member States and every Internet landing point between Tokyo and Edinburgh.
