Bacharel em Direito pela Universidade Externado de Colômbia (2018) Homologado pela Universidade de Brasília (2022). Membro do Núcleo de Pesquisas em Políticas Públicas e Desenvolvimento Humano (NUPED), vinculado ao Programa de Mestrado e Doutorado em Direito da PUCPR, do Grupo de Pesquisa em Direito do Meio Ambiente vinculado à Universidade Externado da Colômbia. Foi assistente de pesquisa na Faculdade de Direito da Universidade Externado de Colômbia (2018-2019) e professor pesquisador (2019-2021). Assistente de Pesquisa em Direito Administrativo no Max-Planck-Institut für ausländisches öffentliches Recht und Völkerrecht na Alemanha (2021-2022). Professor visitante permanente da Universidade Santo Tomás no Chile (2020-2021). Editor adjunto da Revista Eurolatinoamericana de Direito Administrativo - REDOEDA.
