Marcelo Chilvarquer

Marcelo Chilvarquer completed his Masters in Economic Law with distinction at the University of São Paulo (USP) in 2018. He has a bachelor?s degree in Law from the same university and his professional work and research has focused on topics related to public policy, human rights, legislative strategy, economic law and advocacy. Marcelo has worked as a public servant in all 3 federative entities. He has coordinated a team at the Legislative Affairs Secretary in the Ministry of Justice (2013-2016) having worked in bills related to indigenous rights and freedom of speech. Then he worked at the Distrito Federal´s Culture Secretary (2016-2017) as the deputy head of its legal department. In 2017 he worked as the head of the legal department of São Paulo´s urban planning public company (SP-Urbanismo). His latest job was as an UNESCO consultant at the Distrito Federal´s Culture Secretary responsible for proposing regulations to the state´s culture funds.Since 2019 Marcelo Chilvarquer has co-founded and executive coordinator of Rede Liberdade a CSO to guarantee legal protection to human rights defenders, Civil Society Organizations (CSOs), and individuals whoseconstitutional rights and liberties were violated in Brazil. Liberdade impacts the Brazilian legal arena by activating a network of CSOs, public defenders, and private and public attorneys.

Mestre em Direito Econômico e Economia Política da Faculdade de Direito da USP (2018). Possui graduação em Direito pela Universidade de São Paulo (2012), onde foi presidente do Centro Acadêmico XI de Agosto (2010). Tem experiência na área de Direito, tendo atuado formulando e implementando políticas públicas nos níveis federal (Ministério da Justiça - 2013-2016), distrital (Secretaria de Cultura do DF - 2016-2017) e municipal (SP-Urbanismo - 2017). Atualmente é co-fundador e atua como coordenador-executivo do Rede Liberdade, iniciativa de coordenação de ações jurídicas e judicias de caráter emblemático para defesa de direitos humanos e liberdades individuais.
