He holds a degree in International Relations from the Pontifical Catholic University of São Paulo - PUC-SP (1998), a Master's degree in Diplomacy from the Rio Branco Institute - IRBr (2003), in the area of Bilateral and Multilateral Relations and Negotiations, and a Course of High Studies (LX CAE) at IRBr with the thesis "The Human Rights Council and the Brazilian Performance. Recent Developments in the UN Human Rights System". Career diplomat, currently Special Advisor to the Secretariat of Institutional Relations of the Presidency of the Republic, Brasília, Brazil. He has practical, teaching and research experience in International Relations, with emphasis on Foreign Policy, Human Rights, Security, Defense, Information and Communications Technology (ICT), Internet Governance, South-South Cooperation and International Cooperation, Regional Integration, Bilateral and Multilateral Relations.

Possui Graduação em Relações Internacionais pela Pontifícia Universidade Católica de São Paulo - PUC-SP (1998), Mestrado em Diplomacia pelo Instituto Rio Branco - IRBr (2003), área de concentração em Relações e Negociações Bilaterais e Multilaterais, e Curso de Altos Estudos (LX CAE) no IRBr com a tese "O Conselho de Direitos Humanos e a Atuação do Brasil. Desdobramentos recentes no sistema ONU de direitos humanos". Diplomata de carreira, atualmente é Assessor Especial da Secretaria de Relações Institucionais da Presidência da República, Brasília, Brasil. Tem experiência prática, de ensino e pesquisa na área de Relações Internacionais, com ênfase em Política Externa, Direitos Humanos, Segurança, Defesa, Tecnologia da Informação e das Comunicações (TIC), Governança da Internet, Cooperação Sul-Sul e Cooperação Internacional, Integração Regional, Relações Bilaterais e Multilaterais.
