LUIZ PAULO SOUTO FORTES

Luiz Paulo Souto Fortes holds a BSc in Cartographic Engineering (Military Institute of Engineering - IME, 1981), a MSc in Computer Science applied to Cartography (IME, 1997), and a Ph.D. with a Post-Doctorate in Geomatics Engineering (University of Calgary, 2002 and 2013, respectively). He worked for 33 years for the Brazilian Institute of Geography and Statistics (IBGE), where he has served in many positions, as Head of the Department/Coordination of Geodesy, Deputy Director of Geosciences, Director of Geosciences, and Executive-Secretary of the National Commission of Cartography (CONCAR). He currently is a Full Professor at and Chair of the Department of Cartographic Engineering, Rio de Janeiro State University (UERJ), where he teaches Satellite Geodetic Positioning, GPS Theory and Applications, and Basic Geodesy courses, among others. Luiz Paulo has published more than 130 papers in national and international journals, proceedings, books and magazines. In the international context, he held the position of President of the Geocentric Reference System for the Americas (SIRGAS) from 1993 to 2007 and the position of President of the Permanent Committee for Geospatial Data Infrastructure of the Americas (PC-IDEA) from 2009 to 2013. Since 2007 he is a Fellow of the International Association of Geodesy (IAG). Other professional activities: Director of the National Committee of the International Union of Geodesy and Geophysics (IUGG) from 2002 to 2016, Representative of Brazil in the SIRGAS Directing Council from 2007 to 2020, and Member of the SIRGAS Scientific Council, since 2007, Member-at-large of the Coordinating Board of the Global Geodetic Observing System (GGOS), of IAG, for the period from 2015 to 2019, etc. Among awards received, the following should the listed: Departamento de Ensino e Pesquisa do Ministério do Exército Award, as the top student of the undergraduate course at IME (1981); Distinction Diploma, as the top student of the Geometric, Physical and Satellite Geodesy Course of the Defense Mapping Agency (DMA) Cartographic School, Panama (1988); Best Paper Awards, Best Presentation Award, Graduate Student Award e Student Paper Award granted by the Institute of Navigation, USA/Canada (1998, 1999, 2000, 2002); Professional of the Decade of the Geotechnology Sector in Brazil, award promoted by MundoGEO (2011); and Certificate of Appreciation for Exemplary Leadership in Advancing Geospatial Information Management in the Americas, granted by the United Nations Statistics Division (UNSD), at the conclusion of his mandate as President of PC-IDEA, USA (2013).

Luiz Paulo Souto Fortes é Engenheiro Cartógrafo (Instituto Militar de Engenharia - IME, 1981), Mestre em Ciência da Computação, área de concentração Cartografia (IME, 1997), e PhD com Pós-Doutorado em Engenharia Geomática (Universidade de Calgary, Canadá, 2002 e 2013, respectivamente). Trabalhou no Instituto Brasileiro de Geografia e Estatística (IBGE) por 33 anos, tendo desempenhado várias funções, tais como Chefe do Departamento/Coordenador de Geodésia, Assessor da Diretoria de Geociências, Diretor de Geociências e Secretário-Executivo da Comissão Nacional de Cartografia (CONCAR). Atualmente é Professor Titular e Chefe do Departamento de Engenharia Cartográfica da Universidade do Estado do Rio de Janeiro (UERJ), onde leciona as disciplinas de Posicionamento Geodésico por Satélites Artificiais (GNSS), GPS - Teoria e Aplicações, e Geodésia Básica, dentre outras. Luiz Paulo possui mais de 130 artigos publicados em periódicos científicos nacionais e internacionais, anais de congressos, livros e revistas. No cenário internacional, exerceu a Presidência do Sistema de Referência Geocêntrico para as Américas (SIRGAS) de 1993 a 2007 e a do Comitê Permanente para a Infraestrutura de Dados Geoespaciais das Américas (CP-IDEA), entidade ligada à ONU, de 2009 a 2013. Desde 2007 é Fellow da Associação Internacional de Geodésia (IAG). Outras atividades profissionais: Diretor do Comitê Nacional da União Geodésica e Geofísica Internacional (UGGI) de 2002 a 2016, Representante do Brasil no Conselho Diretivo do SIRGAS, de 2007 a 2020, e Membro do Conselho Científico dessa entidade, desde 2007, Membro do Conselho de Coordenação do Global Geodetic Observing System (GGOS), da IAG, no período de 2015 a 2019, etc. Dentre os prêmios recebidos, destacam-se: Prêmio Departamento de Ensino e Pesquisa do Ministério do Exército, pela conclusão do curso de graduação do IME em primeiro lugar (1981); Diploma de Distinção por ter concluído o Curso de Geodesia Geométrica, Física e por Satélites, da Escuela Cartografica del Defense Mapping Agency (DMA), Panamá, em primeiro lugar (1988); Prêmios Best Paper Awards, Best Presentation Award, Graduate Student Award e Student Paper Award, recebidos do Institute of Navigation, EUA/Canadá (1998, 1999, 2000, 2002); Personalidade da Década do Setor de Geotecnologia no Brasil, prêmio promovido pela MundoGEO (2011); e Certificate of Appreciation for Exemplary Leadership in Advancing Geospatial Information Management in the Americas, outorgado pela United Nations Statistics Division (UNSD), por ocasião da conclusão de seu mandato de Presidente do CP-IDEA, EUA (2013).
