Joisa Maria Barroso Loureiro

Graduada em Arquitetura e Urbanismo pela Universidade Federal do Ceará/UFC (1997), mestre em Desenvolvimento e Meio Ambiente pelo PRODEMA/UFC (2005). Doutora em Planejamento Urbano e Regional pelo Instituto de Pesquisa e Planejamento Urbano e Regional/IPPUR da UFRJ (2013), Pós Doutorado no IPPUR/UFRJ (2021). Experiência na área de Arquitetura e Urbanismo, com ênfase em Urbanismo e Planejamento Urbano, atuando principalmente nos seguintes temas: cidade, habitação de interesse social, planejamento urbano e regional, regularização fundiária, questão fundiária, desenvolvimento e meio ambiente, ecologia e organização do espaço urbano. Foi coordenadora do Programa Cidade Sustentável da ONG CEARAH Periferia, cujo principal projeto foi a Escola de Planejamento Urbano e Pesquisa Popular (apoio da OXFAN/GB e União Europeia). Esteve Conselheira Suplente no Conselho Nacional das Cidades (2005 - 2007). Técnica especializada/concursada no Ministério do Meio Ambiente (2010 a 2015) onde atuou no Departamento de Ambiente Urbano (DAU) da Secretaria de Recursos Hídricos e Ambiente Urbano (SRHU); e no Departamento de Apoio ao SISNAMA (DSIS) da Secretaria de Articulação Institucional e Cidadania Ambiental (SAIC). Atualmente professora nos cursos de Arquitetura e Urbanismo do Centro Universitário Ateneu (UniAteneu) e da Universidade Universidade de Fortaleza - UNIFOR, onde participou da coordenação executiva do processo de elaboração dos Planos Integrados de Regularização Fundiária das ZEIS do Serviluz, Mucuripe e Praia do Futura II (Convênio entre a Unifor e a Prefeitura de Fortaleza/CE). Pesquisadora do Núcleo Fortaleza do Observatório das Metrópoles (INCT) pelo Laboratório de Estudos da Habitação (LEHAB/DAU/) da Universidade Federal do Ceará.

Specialized technician / candidate in the Ministry of the Environment (2010 to 2015) where he worked in the Department of Urban Environment (DAU) of the Secretariat of Water Resources and Urban Environment (SRHU); and the Department of Support to SISNAMA (DSIS) of the Secretariat for Institutional Articulation and Environmental Citizenship (SAIC). Currently lecturer at the University of Fortaleza - UNIFOR, ministering the disciplines of Urban and Environmental Legislation, Landscape Planning and Project Workshop for Favela Urbanization and Housing of Social Interest and; in the executive coordination of the elaboration of the Integrated Plan for the Land Regularization of the Serviluz, Mucuripe and Praia do Futura II ZEIS (Agreement between Unifor and the City of Fortaleza / CE).
