Claudia Ines Chamas

Claudia Chamas dedicates her career to studying the impact of intellectual property rights on access to medicines. She is a researcher at the Centre for Technological Development in Health (CDTS) of the Oswaldo Cruz Foundation (Fiocruz). She actively participated in the creation of the Master and Doctoral Programme in Public Policies, Strategy and Development, at the Institute of Economics of the Federal University of Rio de Janeiro, in cooperation with Fiocruz, where she teaches and supervises dissertations. She was the representative of the Ministry of Health at the Brazilian Interministerial Group on Intellectual Property and vice-chair of the WHO Consultative Working Group on R&D Financing (CEWG). She is the author of articles and book chapters in the fields of international intellectual property policies, health innovation, and technology transfer. She holds a bachelor degree in Chemical Engineering and a doctoral degree in Industrial Engineering from the Federal University of Rio de Janeiro. She was a postdoctoral fellow at the Max Planck Institute for Intellectual Property in Munich.

Claudia Chamas é pesquisadora do Centro de Desenvolvimento Tecnológico em Saúde (CDTS), Fundação Oswaldo Cruz (Fiocruz), Ministério da Saúde. Desde 2007, é professora do quadro permanente do Programa de Mestrado e Doutorado em Políticas Públicas, Estratégias e Desenvolvimento, do Instituto de Economia da Universidade Federal do Rio de Janeiro (IE/UFRJ). Nesse Programa,leciona a disciplina "Propriedade Intelectual em Saúde". Assessorou o Ministério da Saúde em questões de propriedade intelectual e acesso (2009-2011). Foi eleita vice-presidente do "Consultative Expert Working Group on Research and Development: Financing and Coordination" da Organização Mundial de Saúde (2011-2012). Possui graduação em Engenharia Química pela UFRJ (1990) e é doutora em Engenharia de Produção pela UFRJ (2001). Efetuou trabalho de pesquisa (2000) e pós-doutorado (2002) no Max-Planck-Institut für Geistiges Eigentum, Wettbewerbs- und Steuerrecht. Realiza atividades de pesquisa, ensino (pós-graduação stricto sensu) e assessoria técnica em propriedade intelectual, com ênfase para os seguintes campos: inovação, saúde pública e propriedade intelectual; padrões de apropriação em fármacos e biotecnologia; e aspectos internacionais da propriedade intelectual.
