Degree in Economics of the University of Lausanne (Switzerland) in l968. Masters (1973) and Doctorate (1976) at the Central School of Planning and Statistics of Warsaw. Was Chief Technical Advisor for the UN Department of Technical Cooperation for Development (DTCD), and acted as consultant to the Secretary General of the UN. Over forty books published, on basic problems of economic development as well as local and regional development planning in different countries. Coordination of several national and local development plans. A number of articles and technical reports on urban development, community participation, local information systems, and environmental issues.Recent publications mostly concern local development and management, as well as technical reports for Unicef, Habitat and others. Possui graduação em Economie Politique - Université de Lausanne (1968), mestrado em Economia Social pela Escola Superior de Estatística e Planejamento (1974) e doutorado em Ciências Econômicas pela Escola Superior de Estatística e Planejamento de Varsóvia (1976). Atualmente é professor titular da Pontifícia Universidade Católica de São Paulo. Foi durante 5 anos Assessor Técnico Principal do Departamento de Cooperação Técnica para o Desenvolimento da ONU, e consultor do Secretário Geral da ONU. Tem experiência nas áreas de Administração e Economia, atuando principalmente nos seguintes temas: mudança tecnológica, economia dos recursos humanos, economia regional e urbana, planejamento educacional e economia internacional.
