Lorrayne Bezerra Porciuncula

Lorrayne Porciuncula is the Executive Director of the Datasphere Initiative, non-governmental organization incubated in the the Internet & Jurisdiction Policy Network. Her professional and academic experience has been focused on issues around data, Internet governance, infrastructure regulation, and communication policy. Prior to joining the Internet & Jurisdiction Policy Network, she worked at the OECD (2014-2020) as Internet Economist and as the Strategic Advisor for Digital Economy Policy, coordinating issues related to data governance, artificial intelligence, and blockchain, and leading the production of several reports and country studies related to connectivity, infrastructure regulation, technology convergence, and inclusion. Lorrayne has acted as the OECD focal point and speaker at high-level international meetings and fora such as the IGF, UN Broadband Commission for Sustainable Development (UN-BBCom), APT, UN-ESCAP, ECLAC, and EQUALS. Prior to the OECD, Lorrayne worked as an economist at the ITU, in the Secretariat of the UN-BBCom (2012-2014). Lorrayne is an affiliate to the Berkman Klein Center for Internet & Society at Harvard University, conducting research on data for development. She holds a Master's degree in Development Economics from the Graduate Institute of International and Development Studies (IHEID), Switzerland, and an International Relations bachelor's degree from the University of Brasilia (UnB), Brazil. She speaks English, Portuguese, Spanish and French.

Lorrayne Porciuncula é Diretora Executiva do Datasphere Initiative, organização não governamental incubada no do Internet & Jurisdiction Policy Network. Sua experiência profissional e acadêmica se concentra em questões relacionadas a dados, governança da Internet, regulação de infraestruturas e políticas de comunicação. Entre 2014 e 2020, ela trabalhou na OCDE como Analista em Políticas de Internet e como Assessora Estratégica de Políticas para a Economia Digital. Nessa condição, participou de fóruns internacionais, coordenando projetos relacionados à governança de dados, inteligência artificial e blockchain, e liderando a produção de vários relatórios técnicos e estudos regionais e nacionais, tais como os estudos da OCDE sobre telecomunicações e transformação digital no Brasil, publicados em 2020. Anteriormente, entre 2012 e 2014, Lorrayne trabalhou como economista na União Internacional de Telecomunicações (UIT), no Secretariado da UN-BBCom. Lorrayne é pesquisadora afiliada ao Centro Berkman Klein para Internet e Sociedade da Universidade de Harvard, conduzindo pesquisas sobre dados para o desenvolvimento. É mestre em Economia para o Desenvolvimento pelo Instituto de Altos Estudos Internacionais e para o Desenvolvimento (IHEID), Suíça, e bacharel em Relações Internacionais pela Universidade de Brasília (UnB). Lorrayne é brasileira, fluente em português, inglês, espanhol e francês.
