Diplomacia e repressão política: a atuação do Centro de Informações do Exterior e da Divisão de Segurança e Informações do Ministério das Relações Exteriores no Chile (1968-1973)

A presente dissertação visa analisar a atuação do Ministério das Relações Exteriores dentro da comunidade de informações da Ditadura Militar (1964-1985) e nos meandros da repressão política instituída por este regime. Assim, a pesquisa aponta como a visão do Sistema Internacional da Doutrina de Segurança Nacional influenciou a formulação de certas diretrizes para a política externa do período, especialmente no que concerne a América Latina e, também, como o sentimento anticomunista compartilhado por alguns diplomatas desde o início do século XX facilitou a implementação deste tipo de política e a confiança dos militares para com o Itamaraty, levando à construção de um sofisticado aparato de monitoramento e repressão de opositores à ditadura que se encontravam no exterior. Para tanto, este trabalho apresenta como estudo de caso a atuação do CIEX e da DSI/MRE no Chile entre o ano de 1968 a 1973, abarcando os governos de Eduardo Frei Montalva e Salvador Allende.
This work aims to analyze the performance of the Ministry of Foreign Affairs within the military dictatorship intelligence community (1964-1985) and the intricacies of political repression imposed by this regime. Thus, the research points how the image of the International System grounded on the National Security Doctrine influenced the formulation of certain guidelines for the foreign policy of the period, especially with regard to Latin America - and also as the anticommunist sentiment shared by some diplomats from the early twentieth century facilitated the implementation of these policies and the trust of the military towards the Itamaraty, leading to the construction of a sophisticated apparatus of monitoring and repression of opponents of the dictatorship who were abroad. Therefore, this work presents a case study of the performance of the CIEX and the DSI / MRE in Chile between 1968 to 1973, covering the governments of Eduardo Frei Montalva and Salvador Allende.
