Este trabalho tem por objetivo analisar a experiência do Centro Comunitário CPPII, dispositivo de saúde mental, nascido no início dos anos 90, no Centro Psiquiátrico Pedro II (CPPII), unidade do Ministério da Saúde, hoje sob administração municipal, com o nome de Instituto Municipal Nise da Silveira. A missão institucional designada e este serviço foi a de incorporar a participação da sociedade civil no cotidiano do hospital, visando a interferência no imaginário social acerca da loucura e a participação qualificada deste segmento nos mecanismos de controle social daquela instituição, em coerência com o processo de Reforma Psiquiátrica e de democratização institucional que ali se implementava. Por esta razão, a experiência é tomada como indicador de como esta instituição psiquiátrica construiu sua relação com a sociedade, e como deixou-se atravessar por ela através de um instrumento privilegiado: o controle social, objeto privilegiado neste estudo. Desta forma, a história do Centro Comunitário CPPII e seus antecedentes institucionais são resgatados através de diferentes fontes documentais e entrevistas com protagonistas deste processo. Este estudo trata a loucura como expressão da questão social e analisa sua relação com os projetos societários, a partir dos seus diversos paradigmas de cuidado. Neste sentido, investiu-se no desvendamento da leitura que o Estado neoliberal brasileiro, em particular o do Município do Rio de Janeiro, tem feito da Reforma Psiquiátrica, cuja referência da articulação do movimento protagonizado por usuários, familiares e técnicos de saúde mental com a sociedade civil organizada, na direção de uma cidadania ampliada.
The goal of this work is to analyze the experience of the Communitarian Center CPPII, dispositive of mental health. It set about in early 90 s, in the so-called Psychiatric Center Pedro II (CPPII), unit of the Mental Ministerial, Which nowadays is under municipal administration, named Municipal Institute Nice Silveira. The institucional mission designed to this service was to incorporate the civil society particpation in the daily routine of the hospital, looking for an interference in the social imaginary in relation to craziness and the qualified participation of this segment in the mechanism of social controlo f that institution, in coerence with the process of psychiatric reform and the process of institutional democratization that was been implemented there. Therefor, the experience is taken as an indicator of the way this psychiatric institution has built its relation with societary, and how it allowed itself to pass through it using a privileged object: the social control, privileged object in this study. In this way, the story of the Communitarian Cnter CPPII and its institucional antecedents are rescued methodically, by means of documental source and interviews with protagonist of this process. This study treats craziness as the expression of the social issue and analyzes its relation with citizen projects, through its several care paradigms. In this way, some investments have been made to unmask what the Brazilian neo-liberal State, especially Rio de Janeiro city, has been taken as a read about the psychiatric reform, whose reference is based on the perspective of Basaglia s ideas tradition, by examining the relevancy of the articulation of the movement carried out by users, Family members and mental health tecnicians with organized civil society, towards an extended citizenship.
