O presente trabalho se insere nos estudos de diversidade sexual e de gênero na sua relação com a implementação do Programa Rio sem Homofobia como parte do processo de cidadanização de lésbicas, gays, bissexuais, travestis e transexuais (LGBT) no contexto Fluminense. O Programa instituiu a fundação de Centros de Cidadania LGBT (CC) que contam com profissionais para atenderem essas pessoas. O trabalho de campo teve por objetivo principal a observação da interação entre profissionais e usuário (as) nos atendimentos e acompanhamentos realizados nestes locais. Através desta observação, buscou-se compreender os processos pelos quais se constroem demandas a serem encaminhadas para outros serviços. Inspirada em reflexões pós-estruturalistas e pós-colonialistas, tentou-se refletir sobre o processo de cidadanização LGBT e processos sociais globais, em que o Estado brasileiro aparece como ator-chave na formulação de políticas identitárias , ou "focalistas", o que para muitos profissionais no campo das políticas sociais torna-se o foco de um intenso debate. Observou-se a interação entre profissionais e usuário (as) a partir de conceituações de Strauss (1997) sobre identidade como sendo construídas no decorrer da interação. Ao longo do trabalho apresentam-se os casos emblemáticos em que há uma perturbação na interação e em seu status, como uma forma de ruído na comunicação entre os envolvidos no atendimento.
The following analysis inserts itself in the studies of sexual diversity and gender in it's relation with the implementation of Programa Rio Sem Homofobia (Rio Without Homophobia Program) as part of a turning of lesbians, gays, transvestites and transexuals (LGBT) into citizens in the Rio de Janeiro area context. The Program instituted the foundation of Centro de Cidadania LGBT (LGBT Citizenship Centers) that has professionals in charge of caring of the users. The field research had the goal of observing the interaction between these professionals and the users in meetings and follow ups made in the centers. In the observation, it was sought to comprehend the processes through which the demands for forwarding the user to other services are constructed. Inspired in post-structuralism and post-colonialist reflections, reflections are made about the process of giving citizenship to LGBT and the social global processes, in which the Brazilian Government is a key actor in making "Identity" or "focal" policies, which is, for social politics professionals, a focus of great debate. It has been observed the interaction between the professionals and users of the service from the concepts of Strauss (1997) about identity being constructed throughout the interaction process. In this paper emblematic cases are presented, in which there is a disturbance in the interaction and in it's status, in a form of bad communication between the parties involved in the service.
