A crescente onda de discurso de ódio nas redes sociais, conforme pode ser visto no aumento de postagens contendo mensagens de intolerância e de ódio, são o ponto de partida da presente pesquisa, que visa a conceituação do que é um discurso de ódio, especificamente o praticado no ciberespaço. Para isso, é feita uma análise das circunstâncias nas quais o crescimento de publicações com esse tipo de conteúdo ocorre, sobretudo no site Facebook, e suas peculiaridades. O objeto analisado são os casos de discurso de ódio nas redes sociais virtuais e seus impactos sociais e políticos. Para o presente trabalho, foi desenvolvida uma pesquisa bibliográfica e legislativa, bem como uma análise do Termo de Uso Facebook e das penalidades e restrições que têm sido aplicadas às publicações que contenham características de discursos de ódio. Também foi feito um comparativo com o regulamento de outros sites de redes sociais, o Twitter, o YouTube e o Facebook, com o intuito de analisar como o tema tem sido tratado pelos demais. Observando como a internet tem um papel de destaque na difusão dessas mensagens, devido à sua rapidez na propagação das publicações e sua capacidade de alcançar a uma grande quantidade de leitores, também foi analisado o direito à liberdade de expressão e a dignidade da pessoa humana que incidem sobre o tema. Assim, as redes sociais vêm trazendo cada vez mais textos e imagens ofensivas, se transformando no campo minado de troca de informações e insultos que envolve a todos, gerando impactos sociais e políticos de dimensões imensuráveis.
The growing wave of hate speech on social networks, as can be seen in the increase of posts containing messages of intolerance and hate, are the starting point of this research, that aims to conceptualize what hate speech is, specifically the one practiced in cyberspace. For this, an analysis is made of the circumstances in which the growth of publications with this type of content occurs, especially on the Facebook and its peculiarities. The analyzed object is the cases of hate speech in virtual social networks and their social and political impacts. For the present work, a bibliographic and legislative research was developed, as well as an analysis of Facebook’s Terms of use and the penalties and restrictions on publications that contain characteristics of hate speech. A comparison was also made with the regulations of other social networking sites, such as Twitter, YouTuber and Facebook, in order to analyze how the topic has been treated by others. Observing how the internet has a prominent role in the dissemination of these messages due to its speed in the dissemination of publications and its ability to reach a large number of readers, the right to freedom of expression and the dignity of the human person that affect the topic. Thus, social networks have increasingly brought offensive texts and images, becoming the minefield of exchange of information and insults that involves everyone, generating social and political impacts of immeasurable dimensions.
