A tese discute o exercício do poder político do clã Abraão-Sessim no município de Nilópolis a partir da escola de samba Beija-Flor. Para analisar o fenômeno em questão, recorremos primeiramente a uma análise sobre a configuração socioterritorial na qual o poder do referido grupo familiar se assenta. Para tanto, investigamos o processo de formação ocupacional da Baixada Fluminense, os motivadores da emancipação de Nilópolis e sua atual condição socioeconômica no interior da Região Metropolitana do Rio de Janeiro. Tal investigação apontou para o pouco dinamismo econômico do município. Por essa razão, a produção da identidade local não guarda relação com atividades produtivas, mas sim com a instituição cultural de maior relevância do município: a escola de samba Beija-Flor de Nilópolis. A Baixada Fluminense, que até a década de 1970 era associada apenas a elementos negativos como a violência e sua infraestrutura deficitária, com o destaque conquistado pela Beija-Flor no carnaval passou a deter um atributo identitário positivo. Esse elemento cultural foi convertido em ferramenta política em prol do grupo que a gerencia, o clã Abraão-Sessim, o qual passou a agregar uma dimensão simbólica ao seu poderio econômico e coercitivo. Para dar conta do referido objeto analítico, realizamos trabalho de campo composto por entrevistas com moradores e agentes políticos locais; visitas a museus, bibliotecas e espaços mantidos pela instituição carnavalesca; além de pesquisa em periódicos, por meio dos quais foram elaborados gráficos, quadros, tabelas, esquemas e figuras. A partir do exposto, nossas reflexões apontaram que a agremiação carnavalesca presta um serviço político diferencial para a família Abraão-Sessim, pois todas as suas estruturas, materiais e simbólicas, estão exclusivamente ao seu serviço. Esta condição permite a esse agrupamento político-familiar uma ferramenta singular nos pleitos, a qual no limite, juntamente com outros artifícios, concorre para a hegemonia política do clã libanês em Nilópolis.
The thesis discusses the exercise of political power of the Abraão-Sessim clan in the municipality of Nilópolis from the Beija-Flor samba school. To analyze the phenomenon in question, we first resorted to an analysis of the socio-territorial configuration in which the power of the family group is based. Therefore, we investigated the process of occupational formation of the Baixada Fluminense and the motivators of the emancipation of Nilópolis and its current socioeconomic status in the metropolitan region of Rio de Janeiro. Such investigation pointed to the little economic dynamism of the municipality. For this reason, the production of local identity is not related to productive activities, but to the most important cultural institution of the municipality: the Beija-Flor de Nilópolis samba school. The Baixada Fluminense, which until the 1970s was associated only with negative elements such as violence and its deficient infrastructure, with the prominence achieved by Beija-Flor in Carnival now has a positive identity attribute. This cultural element was converted into a political tool for the group that manages it, the Abraão-Sessim clan, which has now added a symbolic dimension to its economic and coercive power. To cope with this analytical object, we conducted fieldwork consisting of interviews with residents and local political agents; visits to museums, libraries and spaces maintained by the carnival institution and research in periodicals, through which graphics, charts, tables, diagrams and figures were prepared. From the above, our reflections pointed out that the carnival association provides a differential political service to the Abraão-Sessim family, because all its structures, material and symbolic, are exclusively at your service. This condition allows this political-family grouping a unique tool in the elections, which, along with other devices, contributes to the political hegemony of the Lebanese clan in Nilópolis
