Este estudo tem como preocupação central a análise das Organizações Não Governamentais ONGs situada no campo conjuntural da reestruturação das políticas capitalistas no país para manutenção da reprodutibilidade do sistema frente à atual crise cíclica do capital, esta em nível mundial. Tem por objetivo principal aprofundar o conhecimento da atuação das ONGs na privatização da educação e do ensino público em curso no Brasil. Esta linha de investigação implica identificar as políticas educacionais articuladas à estratégia geral burguesa de superação da referida crise capitalista, políticas estas dirigidas à formação puramente instrumental da força de trabalho do setor educacional, trazendo como consequência uma progressiva precarização das relações do trabalho docente e não docente no interior das unidades escolares. A transferência da gestão da escola pública para as ONGs tem a assinatura do movimento empresarial Todos Pela Educação e vem sendo implementada de forma ainda velada pelos governos do Rio de Janeiro e de São Paulo e explicitamente pelo governo de Goiás. É a partir desta perspectiva que está vinculada a este estudo a crítica aos métodos de atuação da esquerda no campo sindical, já que o avanço desta política educacional privatizante certamente implicará o enfraquecimento da resistência dos trabalhadores do serviço público em decorrência dos ataques à estabilidade no emprego. O método materialista histórico e dialético utilizado neste estudo conduziu a investigação sobre a estrutura histórico-política e ideológica das ONGs à consideração adicional de que todas as instituições pertencentes ao campo denominado terceiro setor devem ser conceituadas enquanto ONGs, dado não constituírem algo estranho, sequer lateral, ao Estado capitalista, mas simplesmente aparatos de dominação e reprodução sistêmicas integrantes da estrutura deste Estado.
This study has as its central concern the analysis of non-governmental organizations - NGOs - located in the cyclical course of the capitalist restructuring policies in the country, forward system reproducibility of maintaining the current cyclical crisis of capital worldwide. The main goal is to deepen the knowledge of the NGOs role in the privatization of education and ongoing public education in Brazil. This line of research involves identifying educational policies articulated to bourgeois overall strategy of overcoming that capitalist crisis, these policies aimed at purely instrumental training of the education sector s work strength, bringing results in a progressive relations deterioration of teaching and non-teaching within the school units. The transfer of public schools management to NGOs bears the signature of an entrepreneurial movement Todos pela Educação and is being implemented, even veiled by governments of Rio de Janeiro and Sao Paulo and explicitly by Goiás government. It is from this perspective that is linked to this study the criticism of the left acting methods in the trade union field, since the advancement of this privatizing education policy certainly will mean the weakening of the public service workers' resistance as a result of attacks on job security. The dialectical and historical materialist method used in this study conducted research on the historical-political and ideological structure of NGOs to further consideration that all institutions in the field called 'third sector' should be conceptualized as NGOs, as they do not constitute something strange, even side, the capitalist state, but simply systemic apparatus of domination and reproduction members of the structure of this state.
