A Constituição Federal e outras leis infraconstitucionais, determinam que os investimentos em educação e saúde devem ser de, no mínimo e respectivamente, 25% e 15% da receita de impostos e transferências constitucionais. Os investimentos e gastos municipais em saúde e educação representaram, em 2011, 42% da receita total dos municípios do estado do Rio de Janeiro. Esses fatos, de certa forma, dificultam a aplicação eficiente de tais recursos, além de não serem requisitos para a oferta eficiente desses serviços. Especialmente municípios cujas receitas são pequenas sofrem com a aplicação recursos e oferta de serviços ineficientes e, além disso, pouco efetivas.
The Federal Constitution and other infra laws determine that investments in education and health should be at a minimum and, respectively, 25% and 15% of tax revenues and constitutional transfers. Investments and municipal spending on health and education accounted for, in 2011, 42% of the total revenue of the municipalities of the state of Rio de Janeiro. These facts, in a way, hinder the efficient use of such resources, and are not requirements for the efficient provision of these services. Especially small municipalities whose revenues are suffering from the provision of resources and inefficient implementation services and, moreover, less effective.
